UNICEF in Vientiane, Lao PDR is looking for an Individual Consultancy: National consultant for Cold Chain and Logistics in Lao PDR. The duration of this assignment is 11.5 months, starting from 01 Jan 2023 – 15 Dec 2023 and the consultant will be based in Vientiane.

UNICEF in Vientiane, Lao PDR is looking for an Individual Consultancy: National consultant for Cold Chain and Logistics in Lao PDR. The duration of this assignment is 11.5 months, starting from 01 Jan 2023 – 15 Dec 2023 and the consultant will be based in Vientiane.

Summary of key functions/Accountabilities:

a.    Coordinate Immunization Supply Chain/logistics management activities together with the programme team and NIP and provide technical support and guidance in various projects.
b.    Assist Cold Chain consultant in execution of de-linking project, deployment of CCEs.
c.    Assist in establishment of logistics Long term Arrangement and contracts for customs clearance, warehousing and transportation of CCEs.
d.    Present logistics and transportation plan of CCEs, to ensure efficiency and cost effectiveness.
e.    Represent UNICEF in technical working group on Logistics and follow up on action points related to vaccines and cold chain management.
f.     Establish, maintain and update stock control/logistics management information system (LMIS) for Cold chain equipment and keep it updated.
g.    Ensure the availability of logistics services, warehousing and transport for distribution of vaccines, supplies and supervision.
h.    Apply knowledge of legal and manufacturing frameworks and constraints in iSC, to identify bottlenecks and propose alternate solutions.
j.     Assist in coordinating national and provincial PMTs.
k.    Provide support to plan, coordinate and ensure quality of trainings conducted for installation of ILRs and SDDs. Ensure that there is relevant and maximum participation from the cold chain technicians.
l.     Any other relevant tasks assigned by the supervisor.

To qualify as an advocate for every child you will have…

Education:

  1. Bachelor’s degree or advanced diploma in Business Administration, Supply and Logistics or any other related field.
  2. Fluency in written and spoken English and Lao languages.

Work experience:

  1. Minimum three-year experience in public or private sector in the area of supply chain, procurement, logistics or transportation.
  2. Experience in public health industry will be preferred.
  3. Experience in transport and route planning and implementation would be an asset. 

Technical knowledge:

  1. Technical knowledge of Logistics, transportation and supply chain in general.
  2. Knowledge of advanced technologies, inventory management system, supply tracking system like bar coding etc.
  3. Strong interpersonal communication and writing skills.

Languages

   Professional level knowledge of Written and Spoken English and Lao language is a must. All reports must be submitted in English.

  • Financial proposal: All-inclusive lump-sum cost including medical insurance covering medical evacuation for the whole duration of the assignment -as part of the financial proposal submission.

Assessment Criteria:

A two-stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.

Applications shall therefore contain the following required documentation:

Technical Proposal, including a cover letter, updated CV, and copies of 2 relevant evaluations performed earlier by the consultant or 2 references.

Financial Proposal: proposed monthly salary.

No financial information should be contained in the technical proposal.

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:

Technical Qualification (max. 100 points) weight 70 %

Degree (30 points)

Experience (40 points)

Knowledge (20 points)

Quality of past work (10 points)

 

Financial Proposal (max. 100 points) weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The applicants should provide medical insurance covering medical evacuation for the whole duration of the assignment, as part of the financial proposal submission.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
