Founded in 1999, the Partnership in Statistics for Development in the 21st Century (PARIS21 – www.paris21.org), hosted within the Statistics and Data Directorate of the OECD, promotes the better use and production of data and statistics for better lives, primarily in low income countries and fragile states. The PARIS21 Secretariat works with national and international partners to facilitate statistical capacity development, promote the integration of reliable data in decision- making and advocate for donor support to statistics.

PARIS21 is looking for a Policy Analyst to lead the Innovation and Digitalization team.  The Policy Analyst & Team Lead will provide a key role in further developing PARIS21 portfolio, networks and knowledge products on topics at the frontier between data and technology.   

The selected candidate will report to the PARIS21 Deputy Head and work in close collaboration with the staff of the PARIS21 Secretariat as well as external experts.

This position is open to nationals of OECD member countries (www.oecd.org/membercountries) and nationals of countries eligible to receive Official Development Assistance (ODA), as set out by the Development Assistance Committee (DAC List of ODA recipients - www.oecd.org/dac/stats/daclist.htm).

Main Responsibilities

  • Team and project management. Lead and coordinate the work of the Innovation and Digitalization Team, including defining the objectives, activities, developing and monitoring work programmes, and reporting and communicating on results.
  • Manage groups of external consultants and implementation partners with a variety of expertise on the topics of innovation and digitalization in National Statistical Systems and beyond.
  • As member of the PARIS21 Team Leads Group, contribute to the overall management of the PARIS21 Secretariat including programme development, resource management and mobilisation, communication and advocacy.
  • Provide professional and career guidance to the team members and manage their annual performance reviews.

Knowledge products development

  • Lead the maintenance and further development of several PARIS21 platforms, including ADAPT, the PARIS21 Academy and the Clearinghouse for Financing Development Data.
  • Prepare knowledge products, including technical papers and capacity development materials and curriculums, on topics related to data innovation and digitalization.
  • Lead surveys and corresponding data curation in PARIS21, including capacity monitoring and SDG related surveys.Review and draft PARIS 21 reports to present evidence, analysis and policy advice that can inform a wide range of PARIS21 stakeholders in various thematic areas linked with data innovation and digitalization. These could include synthesis reports, country reviews, implementation support reviews, highlights reports, topic briefs, case studies, toolkits and working papers.
  • Coordinate contributions from external consultants, partners in developing countries and international organisations, and other policy analysts within the Secretariat.
  • Prepare speeches, talking points, briefing notes and presentations for use by the PARIS21 Executive Head and Deputy Head, and representatives of PARIS21 governing bodies and ensure that inputs reflect key statistical development messages and priorities.

Liaison and outreach

  • Increase the visibility and promote the use of the products of the Innovation and Digitalization Team, and PARIS21 at large.
  • Outreach to partners, in particular National Statistical Systems in LMICs and fragile states, on the topics of innovation and digitalization, and contribute to the further capacity development on related processes.
  • Implement pilot projects with partners, document lessons learnt and engage different communities in scaling.
  • Participate and lead the preparation of selected PARIS21 events (including Expert Meetings, PARIS21 Annual Meetings, UN Statistical Commission, UN World Data Forum).  
  • Actively contribute to establishing new networks and fundraising activities for PARIS21.
  • Represent the OECD/PARIS 21 in relevant international and national settings.
  • Ensure effective working relationships with country representatives, [agencies]and stakeholder groups.
  • Availability and willingness to undertake international travel would be a requirement

Other

  • Contribute, as required, to horizontal and multidisciplinary projects and other outputs of PARIS21

Ideal Candidate Profile

Academic Background

An advanced university (Master’s or PhD) degree in data science, economics, development policy or other relevant disciplines.

Professional Background

  • A minimum of three, preferably five years of experience working on development data, including innovative data techniques.
  • Experience of capacity development in statistical systems in developing countries. Field experience in developing countries will be an advantage.
  • Excellent track in managing surveys and understanding of data curation work.
  • Experience in platform/software development.
  • Experience in project management and team management
  • Proven capacity to communicate effectively with different international counterparts (government authorities, heads of agencies, civil society, and the private sector) to align actors and build networks. Knowledge of financial and technical partners’ intervention mechanisms would be an asset

Tools

  • Proficiency with standard MS Office software.
  • Use of statistical tools (R, Stata) for economic analysis.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • Knowledge of other languages would be an asset.

Contract Duration

  • 13 months fixed term appointment, with the possibility of renewal.

What the OECD offers 

  • Depending on level of experience, monthly salary starts at either 6,130 EUR or 7,563 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen in January 2023 and panel interviews are planned for February 2023.
