WFP’s emergency response in Yemen is the agency’s largest anywhere in the world, and is the largest sustained emergency operation in history, providing lifesaving monthly food assistance to 10.5 million people most in need. WFP also provides nutrition support to 1.7 million children and mothers, and delivers school meals to 850,000 children each day.

BACKGROUND

WFP has a zero-tolerance policy for sexual exploitation and abuse committed by all WFP, cooperating partner (CP), supplier, contractor, and service provider staff associated with WFP regardless of the contract type or duration, during and outside working hours. SEA constitutes serious misconduct within WFP and the United Nations system. It leads to disciplinary action, including staff termination, discontinuation of CP contracts and referral to law enforcement for criminal prosecution, where applicable.


WFP’s Executive Director’s (ED) PSEA Circular urges all employees to report concerns or suspicions of SEA to ensure that adequate action is taken if there is enough evidence or reasons to believe that the standards of conduct listed in the Bulletin have been violated, other acts of sexual exploitation or abuse have occurred and were reported to the Office of Inspections and Investigations (OIGI).


The WFP Global PSEA Policy applies to all WFP employees regardless of the type of contract, including, but not limited to, international professionals, general service staff, consultants, interns, contractors, external service providers, volunteers, locally recruited staff members, UN volunteers, and persons recruited on Special Service Agreements (SSA) and Service Contracts (SC). All WFP staff, regardless of the type of contract, and cooperating partners must sign the WFP Standards of Conduct including PSEA requirements and are required to complete mandatory trainings related to PSEA.


Protection from Sexual Exploitation and Abuse (PSEA) is a moral obligation for WFP. PSEA is mainstreamed across the organization, its operations and is incorporated in WFP’s legal framework. WFP adopts a survivor- centred approach to PSEA which is the foundation of the United Nations Secretary General Bulletin on PSEA and includes the Inter-Agency Standing Committee six core principles that WFP abides by. A key requirement to assess WFP’s cooperating partners’ and Government intuitions capacity is to conduct PSEA Assessments for all cooperating partners and Government intuitions.


Strengthening protection from sexual exploitation and abuse is a shared responsibility of the humanitarian and development community, including both UN , cooperating partners and Government intuitions. This assessment is intended to give WFP the necessary assurance of partners’ organizational capacities on PSEA, determine monitoring and support activities and serve as a baseline for tracking progress.


As a follow-up to these assessments and to support cooperating partner’s and Government intuitions efforts in addressing identified capacity gaps (absence or weak PSEA policies, no mandatory training, no procedures/processes in place for reporting or investigating cases of SEA etc) and improving their risk rating as identified through the PSEA assessment, WFP is looking for an individual national consultant to support WFP’s cooperating partners and Government intuitions to strengthen their policies and procedures in relation to PSEA.

JOB PURPOSE

The overall purpose of the role is to conduct PSEA assessment to some of WFP’s Cooperating Partners and Government intuitions using the Inter- Agency PSEA Capacity assessment tool, address the gaps and needs
identified through the assessment, put a capacity improvement action plan, provide the necessary support, and monitor the progress.

KEY ACCOUNTABILITIES (not all-inclusive)

The consultant is expected to complete the following tasks and submit deliverables in line with the work calendar below:


1. Conduct the CP PSEA Assessment and review of existing PSEA reporting processes/structures
• Use the IASC tool to conduct Cooperating Partners and Government intuitions PSEA assessment
• Technical review of Cooperating Partners and Government intuitions existing PSEA policies and procedures and complaint, and feedback mechanisms of different Cooperating Partners and Government intuitions.
• Identification of gaps and opportunities for strengthening reporting of SEA allegations


2. Provide technical support and advice to Cooperating Partners (CPs) on their PSEA policies and procedures in line with the WFP PSEA policies and procedures
• Discuss and engage with Cooperating Partners and Government intuitions senior management and PSEA focal persons to understand needs and expectations
• Provide recommendations, guidance, and support to address identified policy and capacity gaps
• Coaching to partner PSEA focal points to strengthen PSEA efforts within their respective offices
• Based on identified gaps, document lessons learnt and best practices on PSEA implementation with Cooperating Partners and Government intuitions, including relevant tools/checklists
• Share findings/observations with WFP


3. Design and delivery of PSEA Trainings / awareness material and progress monitoring tool
• Prepare a PSEA capacity development plan to the Cooperating Partners and Government intuitions staff and their PSEA focal points
• Conduct a pre/post-training assessment
• Deliver PSEA training of training to Cooperating Partners and Government intuitions staff and their PSEA focal points
• Prepare a PSEA awareness material in line with WFP policy and procedures for Cooperating Partners and Government intuitions centres and beneficiaries/communities
• Prepare progress monitoring tool

REPORTING REQUIREMENTS

The consultant will report to the WFP PSEA focal points. All work will be delivered in person and communicated with the WFP CO PSEA focal points, via email and Microsoft Teams/Zoom. Regular update meetings between WFP and the consultant will be conducted to monitor progress of activities and to identify and address challenges on time.

 

The consultant will be expected to prepare the following reports/documentation:
• Inception Report: outlining proposed methodology including anticipated risks and mitigation factors and work plan.
• Final Report: a final report of all work completed, including:
o Result of PSEA Cooperating Partners and Government intuitions assessments including scoring, gaps, and improvement plans
o Summary of support provided to cooperating partners, including identification of key issues and recommendations for WFP to strengthen support to Cooperating Partners and Government intuitions
o Training and awareness material (incl. standard PowerPoint presentation, group work exercises, facilitators guide, posters/ communications material etc)
o Progress monitoring tool to monitor Cooperating Partners and Government intuitions improvements
o Short summary of the training provided (incl. any major observations/suggestions for improvement)

EXPECTED DELIVERABLES

In alignment with the scope of work as described above, the consultant will be expected to perform the following activities and deliverables as per the schedule and estimated dates below:

However, as the actual starting date may impact the dates estimated in the TOR, the exact timeframes and actual delivery dates will be jointly agreed upon between the consultant and the supervisor upon contract signature.

PERFORMANCE INIDICATORS FOR EVALUATION OF RESULTS

The performance of work will be evaluated based on the following indicators:
• Completion of tasks specified in TOR
• Compliance with the established deadlines for submission of deliverables
• Quality of work
• Demonstration of high standards in cooperation and communication with WFP and counterparts

 

STANDARD MINIMUM QUALIFICATIONS

Academic qualification:
• Advanced university degree in gender studies, international development, human rights, social science, psychology, and other relevant degrees Work experience:
• At least five years of relevant professional experience working on gender, PSEA, GBV, human rights, protection, safeguarding etc.
• Experience in designing and delivering trainings
• Relevant experience in working with the UN agencies is an asset
• Experience working with local NGOs in Yemen is an asset


Technical skills and knowledge:
• Strong technical knowledge and experience in prevention of sexual exploitation, abuse, and harassment
• Good understanding of rights-based approaches and gender equality
• Strong analytical and conceptual thinking.


Languages:
• Fluency in English and Arabic

ADMINISTRATIVE ISSUES

WFP will regularly communicate with the specialist and provide feedback, guidance, and necessary support to achieve objectives of the work and be aware of any arising issue related to the work.


This will be an in- person and remote consultancy. Online platforms will be used to share desk review documents, reports, and presentations. The consultant will be required to have internet access and to use various communication channels including but not limited to emails, Skype, Zoom, Microsoft Teams, telephone, WhatsApp, among others, to ensure timely communication and response to requests.
