Context

 

The International Committee of the Red Cross (ICRC) www.icrc.org responds to worldwide humanitarian needs through its global network of delegations. The ICRC is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and other situations of violence and to provide them with assistance.

 

The Regional Unit Europe sits within the Resource Mobilisation Division (REM) and covers the funding relationships and all funding streams of 19 European countries and political entities, including the following three members of the Donor Support Group: Netherlands, Belgium, and Luxembourg.

 

Given the ongoing and sequenced structural changes within the REM Division, as part of the implementation of the strategy for 2030, the portfolio and the length of the contract may be subject to change. Throughout various recruitments, the REM division's goal is to identify and retain talent. REM management strives for communication and planning early on to ensure minimal impact on existing and future staff.

Purpose of the position

 

The Resource Mobilization Country Manager implements the ICRC fundraising strategy (government, NS and Private). They are the relationship manager responsible for relationships across all funding streams in three DSG countries.  


Owing to the nature of the post, the country manager works transversally with other units in the division and maintains an active relationship with relevant headquarters units/services, operational regions, and delegations.

Relationships

 

  • Internally interacts with the operational desk and various métiers (MOV, WatHab, Health, Prot, etc.) with delegations and with REM experts and enablers.
  • Externally interacts at working level with Permanent Missions of Geneva (Counselor, First Secretary), with interlocutors of the Ministry of Foreign Affairs and other ministries / agencies of interest at the capital level.

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC;

Main duties & responsibilities 1/2

 

Donor relations:
 

  • Defines and implements the fundraising and relationship management strategies for the three DSG member countries under his/her responsibility in accordance with the Division, institutional objectives and financing requirements. Mobilizes relevant HQ/field staff and management to support the strategies where necessary;
  • Contributes to the establishment of the Unit's priorities and objectives;
  • Develops and deepens the existing working relationships with the donor governments and NSs, and where relevant with the private sector, working in close coordination with REM Centres of Expertise, e.g. for Private Sector Engagement, for Movement, for Development Actors on unlocking new opportunities);
  • Manages the negotiation of funding contracts, with the support from relevant technical experts (REM Clearing House, finance, legal, audit, operations, etc.);
  • Liaises with Operations Regions, facilitates institutional and operational contacts with donors and ensures the necessary follow-up;
  • Collaborates with National Societies to mobilize resources (from Government and Private sector) to support ICRC operations and is the REM entry point for National Societies on funding matters;
  • Presents or mobilizes ICRC’s experts to present operations and specific thematic files to donor audiences;
  • In coordination with REM/REP, develops a narrative and tailor-made funding proposals according to the interests and needs of donor.

Main duties & responsibilities 2/2


Analysis:

 

  • Contributes to shaping the strategy of the unit as well as its orientations (support to HoU);
  • Develops and updates roadmaps and action plans for donor countries and private sector fundraising; 
  • Internally, is the focal point for the Region and Operations on donor relations and fundraising for the three countries under his/her stewardship; interacts with Operations and technical departments (COM, MOUV, wathab, health, protection, etc.), with delegations and with REM Centres of Expertise and technical expert teams;
  • Coordinates with Regions, delegations and other internal divisions on joint analysis, speaking notes, etc.;
  • Acts as an interface between ICRC and donors and ensures that ICRC capitalizes on the links between Government, National Society and the private sector (“Virtuous Circle”);
  • Undertakes or facilitates fundraising / donor relations visits to capitals and participates in donor events representing the ICRC.

Professional Experience required

 

  • At least 12 years of professional experience;
  • ICRC experience is a must;
  • ICRC field experience is a clear asset and preferably in former management or coordination roles;
  • Previous fund-raising experience is an asset;
  • Knowledge of humanitarian work is a strong plus.

Certifications / Education required

 

  • University degree required (BA and/or MA) preferably in marketing, social science, business administration or management qualification an asset;
  • Fluent in English & French. Any other relevant language is an asset;
  • Computer proficiency.
