Org. Setting and Reporting

The Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate international organizations, regional civil aviation bodies, sub-regional bodies and UN Agencies and programmes. In addition, the Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, Standards and Recommended Practices (SARPs) and air navigation plans. The Regional Office also provides technical guidance and assists States/Territories in their implementation activities.
The Driver/General Service Clerk supports the Administrative Unit in activities related to transportation, messenger, office errands, mailing services and general administrations. The incumbent is required to occasionally handle the telephone operator’s desk and provides back-up services in the absence of other team members of the Administrative Unit. The Driver/General Service Clerk reports directly to the Administrative Officer and also receives instructions from the Administrative Associate (Financial Management).

Responsibilities

Function 1 (incl. Expected results)
Provides transportation services, achieving such results as:

• Drive office vehicle for the Regional Director, staff members, guests and visitors to the assigned destination.
• Meet and/or send off officials and guests to and from the airport ensuring timely arrival/departure of passengers, assist in Immigration and customs formalities as required.
• Responsible for the day-to-day maintenance of the assigned vehicle, check gasoline, lubricant, water, battery, brakes and tires, perform minor repairs and other repairs to ensure that the vehicle is in good and readily available for service.
• Keep the vehicle clean and in serviceable condition.
• Maintain daily logs of vehicle usage, mileage runs, time in and out and destination.
• Keep records of periodic maintenance ensuring that the vehicle is maintained periodically and as scheduled.
• Take immediate actions according to the prescribed procedures in case of involvement in accident and report supervisor immediately of the incident.
• Follow strictly traffic rules as well as rules and regulations of UNDSS in respect of the safety and security of passengers and official vehicle.

Function 2 (incl. Expected results)
Provides messenger services, achieving such results as:

• Deliver and collect mail and documents for various offices for distribution within the Regional Office ensuring that the documents are circulated correctly and at a timely interval.
• Provide administrative support on activities, such as, visas processing at the embassies and formalities with the immigration, ministries and government authorities.
• Perform office errands, bank's operations and other messenger services through coordination with the administration staff and simple external contacts as assigned.
• Register correspondence to be sent by postal service, maintain records of names and addresses of recipients, calculate postal charge and arrange for the timely replenishment of the mailing charges.
• Deliver mail to the post office according to the weekly schedule, send urgent mail and collect mail as required.

Function 3 (incl. Expected results)
Provides general support relating to office equipment inventory, achieving such results as:

• Assist in checking the office equipment and service coordination.
• Assist in checking inventory of office assets, furniture and conference equipment and ICT equipment.
• Assist in the preparation of the list of obsolete office furniture and equipment.

Function 4 (incl. Expected results)
Provides general support for the security and maintenance of premises, achieving such results as:

• Coordinate with the outsourced security guards on the administration of the security measures for the office premises, including the screening and security check during meetings and report to the supervisors of regular incidents.
• Report to the Administrative Associate (Financial Management) and/or Administrative Officer of any malfunctioning of office equipment, or any matters related to the repair and maintenance of premises and facilities.
• Coordinate with service providers on the required goods and services for the maintenance, monitor the work in progress and bring to the attention of supervisors when completed or as required.

Function 5 (incl. Expected results)
Provides other administrative support, achieving such results as:

• Assist in the retrieval and transmission of e-mails as assigned.
• Dispatch messages and correspondence to various offices, State/Administration and ICAO Headquarters, including Mission Travel Authorization, Travel Claim Requests and other documents
• Provide backup support to the Administrative Clerk as required.
• Control telephone operator's desk as assigned, receive and connect calls to the appropriate offices, keep records of mobile and overseas calls required by staff members.

Performs other related duties, as assigned.

Familiar with traffic routes in the local community and locations of various offices, embassies and UN agencies. Education

Completion of secondary education.

Work Experience

• A minimum of three (3) years of work experience as driver for executive in a large or multi-national company including general office operations is required.

• Holder of valid Thai driving license with a clean record is required.

• Experience working in UN or International organization in similar function is desirable.

• Experience with of UN practices and procedures related to safety and security practices and defensive driving is desirable.

• Experience in administrative, general service and messenger services is desirable.

Languages

Essential
Fluent reading, writing, and speaking abilities in English and a working knowledge of the official language of the duty station.

Desirable
A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Please note that this is a locally-recruited position and restricted to Thai Citizens, Permanent Residents of Thailand and applicants with a work permit.
