Duties and Responsibilities

THE ORGANIZATIONAL SETTING
The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. The Air Navigation Bureau provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach (CMA) that monitors all States on a continuous basis.

Monitoring and Oversight (MO) manages the Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA) that monitors Member States and those Regional Safety Oversight Organizations (RSOOs) that have delegated functions. The USOAP CMA plans audits and validations that determine the safety oversight and accident/incident investigation capabilities of Member States, and assess their maturity in implementing a State safety programme (SSP). MO is also responsible for reporting on audit findings and for determining the impact on aviation safety arising from the lack of effective implementation of the critical elements of a safety oversight system.

MAJOR DUTIES AND RESPONSIBILITIES
Under the guidance of the Chief, Safety and Air Navigation Oversight Audit Section (OAS) and Chief, Oversight Support Unit (OSU), the incumbent, who will report to the Deputy Director, Monitoring and Oversight, is expected to support the evolution of the USOAP CMA, in particular to:
• Contribute to the implementation of the USOAP-AG recommendations, in particular:
o Support in identifying additional viable data, information and related sources and developing an updated process for prioritization, scheduling and preparation of USOAP CMA activities.
o Support the mapping of potential inputs from audit/assessment programmes into the prioritization process of the USOAP CMA.
• Support the update and execution of the USOAP CMA communication strategy.
• Develop content to support the update of USOAP CMA related websites.
• Perform other related duties, as assigned.

Qualifications/special skills

Educational background:
A first level university degree preferably in aviation science or technology or safety engineering, combined with training in applied mathematics, statistics and analyses, or equivalent qualifications and experience is required.

Professional experience and knowledge:
• Five years of experience in civil aviation dealing with data to improve safety or quality, in the application of statistical principles and methods or the conduct of safety data analyses is required.
• Substantial experience in the collection and management of safety data, including management of supporting databases and taxonomies is required.
• Experience with data warehouse, data mining and business intelligence is required.
• Experience in international civil aviation activities, preferably in large aviation-related organizations is required.
• Experience with safety management principles and practices is required.
• Knowledge of computer science and its application to statistical work is required.
• Knowledge of ICAO and of the USOAP CMA, knowledge of the Convention on International Civil Aviation is required.
• Experience working in a team environment is required.
• Strong project management and organizational skills is required.

Desirable
• Experience with Microsoft technologies such as MS SQL Server Analysis Services (SSAS), SQL Server Integration Services (SSIS) and Power BI;
• Experience in data modelling;
• Experience in policy-making.
• Experience at ICAO or the UN.
• Knowledge of USOAP CMA Protocol Questions.

Languages

Fluent reading, writing and speaking abilities in English is required.
A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish) is desirable.

It should be noted that this post is to be filled for a period of 11 months.
Please note that the daily rate for Band B varies from $248 to $392
