Scope of work: The CBQC Manager (PHC and CH) will be responsible for managing project service quality monitoring & evaluation and project staff capacity building focusing on Primary Health Care and Community Health thematic area of health program in Myanmar especially for Rakhine and Chin, with support of Public Health Specialist (HHR+). And the CBQC Manager (PHC and CH) will be part of technical support, capacity building and quality control to all health projects (HHR, HSS) in different IRC programming sites including IRC-Myanmar’s health partners related with Primary Health Care and Community Health aspect. The CBQC Manager (PHC and CH) need to strongly coordinate with CBQC Manager (ASRH, Nutrition and Pharmaceutical) to make sure for quality comprehensive Primary Health Care (cPHC) services delivered by IRC and/ or partners’ mobile and fix health team. It needs approximately 15 % assisting at Yangon, 35% working at Rakhine implementing area and 50% of time required for travel to other IRC Health program sites where PHC and CH services are implementing (Chin, Kachin, Northern Shan, Karen, Eastern Bago, Kayah , Mon and Tanintharyi). 

Responsibilities:

 Project service quality monitoring & evaluation

  • Monitor and evaluate the primary health care clinic service in camp and villages for the following quality of health facility and its services.
  •  Controlling of health facility infection and cross infection, hygiene system, disinfectant mechanism and Clinic Waste management.
  •  Clinic infrastructures, including WASH facilities, readiness and quality for ensuring IRC clinic structures are patient friendly facilities.
  •  Patient flow system management including Patient Triage system of clinic.
  •  Client feedback system and action planning and proper response and communicate to clients and community on complaints in collaboration with MEAL unit.
  • Evaluate the clinical management of individual service providers by using standardized check list and other clinical management evaluation tools.
  •  Monitor and evaluate the PHC and community health service in camp and villages for the following quality of its service.
  •  Quarterly evaluate the service quality management of cPHC team and SRH clinic team by using standardized check list and competency evaluation tools in collaboration with CBQC Manager (ASRH, Nutrition and Pharmaceutical).
  •  Coordinate with CBQC Manager (ASRH, Nutrition and Pharmaceutical) to develop bi-monthly health service quality MnE reports and recommendations for ensuring that cPHC clinics and SRH clinic team are servicing in line with quality control standards and best practices of IRC service quality.
  •  Assisting PHS (HHR+) for designing, adapting, and revising of relevant tools and packages for PHC and CH service quality monitoring and evaluation, including remote service M&E tools.

Project staff capacity building

  • Assist Public Health Specialists-Yangon for institutional capacity and partner capacity development, and develop guideline and protocols together with IRC capacity building team.
  • Assist Program Coordinator and Program Managers of field project area for designing quarterly action plans on responding cPHC and SRH clinic service quality MnE findings together with CBQC Manager (ASRH, Nutrition and Pharmaceutical).
  • Assisting Program Coordinator and Program Managers of field project area for designing and organizing routine capacity building and on the job training action plans for mobile clinic staffs and community health team staffs coordinated with CBQC Manager (ASRH, Nutrition and Pharmaceutical).
  • Coordinated with CBQC Manager (ASRH, Nutrition and Pharmaceutical) to organize the continue medical education session, probation period capacity building training sessions and refresher training sessions for mobile clinic staffs and project team members in collaborating with external consultants or relevant Public Health Specialist.
  • Lead partners’ technical capacity assessment, set up capacity building work plan and provide necessary training based on needs assessment coordinated with CBQC Manager (ASRH, Nutrition and Pharmaceutical) under the guidance of Assistant Health Program Director.
  • Reporting and recording of capacity building actions after end of each training.

Accountability, transparency, and reflection to IRC ways and humanitarian principles

  • Coordinate with CBQC Manager (ASRH, Nutrition and Pharmaceutical) and M&E unit for designing and developing IRC health program quality control mechanism.
  • Assisting Program Coordinator and Program Managers of field project area for rolling out of action plan for maximizing accountability, transparency, IRC ways and humanitarian principles in project implementation.
  • Assist Program Coordinator and Program Managers of field project area for strengthening engagement of community members for quality services of IRC health project.

Coordination/representation

  • Participating and representing IRC for relevant community of practice (CoP) and other relevant service quality control learning networks or working groups.
  • Remain flexible to perform other duties as requested by supervisor.
