The WFP Regional Bureau for Eastern Africa (RBN) is based in Nairobi and provides strategic direction, technical guidance, resource mobilization, and management support to WFP operations and activities in ten countries: Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, Sudan, South Sudan, and Uganda.

ORGANIZATIONAL CONTEXT

The Regional Bureau Nairobi (RBN) and its Country Offices (COs) are the fundamental actors in implementing one of the five enablers that have been identified as critical to achieve excellence vis a vis the Supply Chain pillars – Technology and Innovation - to support WFP in ‘adopting innovative technological tools and industry best practices [which] will optimize the use of resources, enhance analysis, and facilitate real time, data-driven decision-making’. The ambition is to digitalise the Logistics Processes to simplify and streamline transactional work, leaving more space for strategic thinking and analysis.

Within this context, and to operationalize the WFP Supply Chain Strategy in its digitalization area, the RBN is hiring a National Logistics Officer to lead the WFP Logistics digitalisation within the region, designing, developing, and coordinating regional initiatives, ensuring continuous and consistent support to COs.

JOB PURPOSE

To lead the development of efficient and effective Logistics Digital solutions, creating sound, innovations that enable WFP Logistics to deliver assistance to beneficiaries and supporting partners to deliver against their programmes, in line with WFP’s strategy, and by partnering with the business to understand their needs and operating environment. The Logistics Officer will operate under the direct supervision of the Logistics Augmentation team lead and will be accountable for the following:

KEY ACCOUNTABILITIES (not all-inclusive)

System Engineering and System Development

  1. Proactively evaluate, identify, and propose the technical platform(s) to implement the logistics service management digitalization solutions.
  2. Design and develop solution models, including data/information flow mapping elaboration and modelling, as well as taking prototypes to production.
  3. Design and develop the logistics unit digitalization strategy and projects and present their results in internal and external fora.
  4. Develop and implement integrated digital solutions supporting WFP business needs.
  5. Capture, analyze and document (i.e., through diagrams, flowcharts, data models, user experience designs, storyboards) business requirements for digital solutions and services following WFP policies, standards, and strategies.
  6. Perform the analysis of digital systems and troubleshoot, fix problems, and make recommendations for system improvements.
  7. Ensure digitalized solutions’ alignment to corporate business processes and standards.
  8. Perform unit and integrated testing of new, enhanced, or fixed code to ensure complete coverage of code and adherence to technical specifications.
  9. Lead the implementation of digital systems, as well as integration and migration of data between systems to ensure compliance with WFP’s standards, guidelines, and procedures.

Project management & Communication

  1. Collate data and contribute to the preparation of accurate reports on solution investments and costs, providing information to inform decision-making by stakeholders.
  2. Design, prepare and communicate project development and achievements to technical and business stakeholders
  3. Escalate to the supervisor for consideration and resolution any critical developments.
  4. Prepare clear technical systems documentation for developed digital solutions to facilitate digital systems development and maintenance.
  5. Participate in the release of digital solutions and provide early life support to prepare for and enable proper use of the solutions.
  6. Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS

 

Education: Advanced University degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

ExperienceMinimum five years of direct professional experience with design and implementation of complex digitalization web/mobile based solutions and first-hand experience in supply chain digitalisation, including solution design and development, project portfolio management, coordination with internal and external stakeholders; in-depth knowledge of contemporary digital solutions and infrastructures. 

Languages: Fluency in oral and written English is mandatory.

REQUIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

 

System Engineering and System Development

  • Experience in system architectural design.
  • Experience in database design and development.
  • Experience in the design and development of systems and applications needed to fulfil business requirements.
  • Advanced programming skills in statistical tools, languages, and ML libraries such as R, Python, SQL and Spark ML, Hadoop environment.
  • Experience in ETL (Extract/Transform/Load), big data storage.
  • Ability to make recommendations and advise decision-makers on highly technical issues.

 

Project management & Communication

  • Project portfolio management skills to manage and report on project development progress: pro-active prioritizing, planning, organizing, coordinating, monitoring, reporting, following up projects and activities.
  • Ability to meet deadlines and work under pressure as part of a team.
  • Familiar with leading visualization tools (e.g., Shiny Apps, Power BI, Tableau and d3.js).
  • Excellent Analytical, communication, and writing skills.

 

Learning & Proactiveness

  • Good research and learning capacity.
  • Capacity to act upon problems (problem solving and judgement skills).
  • Ability to master and apply new methods, to carry out research and learn on own initiative.

Supply chain

  • Knowledge and experience in digitalization of Logistics/Supply Chain processes.
