JOB PURPOSE

Responsible for technical analysis including a wide range of research activities that support food assistance provision to crisis-affected people.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the RAM consultant will be responsible for leading on selected food security monitoring and assessment activities under the guidance of the Head of Research, Assessment and Monitoring (RAM) team lead.

Assessment coordination

  • Manage remote VAM assessments as required, including questionnaire and survey design adapted to the evolving context, implementation, and management of assessments with partner organisations.
  • Lead and provide oversight on data quality checks for all assessments through data quality dashboards. Further strengthen the capacity of the RAM team to run automated data quality checks in SPSS and R.
  • Working across the RAM team, strengthen the alignment in assessment and outcome monitoring exercises.
  • Provide technical guidance and oversight to vulnerability assessments, using where possible an Essential Needs Assessment (ENA) lens and targeting of interventions.

Analysis, Visualization and Reporting

  • Lead data analysis and reporting as required to ensure assessment and monitoring findings are analyzed and made available to CO staff and management for future decision making.
  • Lead market analysis and reporting, and dissemination in the monthly Cash Working Group meetings.
  • Provide technical support in food security analysis and the cost and affordability of nutritious diets analysis for integration into programming/response design.
  • Develop sustainable, reproducible data analysis pipeline using latest data science technology (R, github, etc) linking with corporate analytics of COMET data where feasible and aligning with HQ RAM team analysis initiatives.
  • Ensure data standardization across all assessment and monitoring questionnaires using the standardized codebook.
  • Compile food security analyses from available primary and secondary data to inform programme response and contribute to internal and external reporting.

Interagency Coordination

  • Liaise with the Food Security Cluster, FAO, OCHA and other partner organisations on assessments and related analyses as part of the Humanitarian Needs Overview Process / Humanitarian Response Plan.

 

Perform other related duties as required.

 

DELIVERABLES:

Monthly food security and market monitoring reports produced and updated.

Lead the coordination, data analysis and report writing of the food security and livelihoods assessment in collaboration with partners.

Coordinate with the Food Security Cluster and FAO on the HNO/HRP process and lead related food security data analysis.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in statistics, economics, development studies, or other related technical field.

 

Experience: At least 6 years of experience in food security and nutrition data collection and analysis, or related statistical research.

 

Knowledge & Skills: Advanced statistical analysis in SPSS or R. Experience with R an advantage.

 

Languages: Excellent spoken and written English.

ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per the Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. 

WFP has been present in Myanmar since 1994 and its work in the country is guided by three priorities: emergency preparedness and response; nutrition; and provision of social safety nets. The Myanmar Country Strategic Plan (CSP) 2018-2022 aims to contribute to achievement of Sustainable Development Goal 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eleven activities are being implemented to achieve four strategic outcomes:

  • SO1: “Crisis-affected people in food insecure areas meet their food and nutrition needs all year round.” Lifesaving food and/or cash will be provided to women, men, girls and boys affected by natural disasters, armed conflict and inter-communal violence.
  • SO2: “Vulnerable people in states and regions with high food insecurity and/or malnutrition have access to food all year round.” WFP will provide food/cash assistance to vulnerable populations
  • SO3: “Children under 5 in Myanmar have improved nutrition in line with national targets by 2022.” WFP will contribute to increasing the availability and access to safe and nutritious food for vulnerable and affected populations in crisis and non-crisis situations to enhance their nutrition and resilience.
  • SO4: “Humanitarian and development partners in Myanmar have access to reliable common services” Affected populations benefit from the humanitarian common services to humanitarian organizations in order to receive timely humanitarian assistance.

BACKGROUND

In late 2021, an estimated 13.2 million people in Myanmar (1 in 4 people) were food insecure, of whom 1.2 million are facing severe food insecurity and an estimated 3.5 million are at risk of falling into severe food insecurity if the situation does not improve or assistance is not provided. WFP is prioritizing actions to safeguard its life-saving assistance to 4 million people under its existing crisis response operations, including in peri-urban areas. WFP, working closely with partners and the Food Security Cluster, is seeking the support of an international consultant to coordinate assessment efforts, and to conduct food security analysis in preparation for the next Humanitarian Needs Overview process.
