Mission and objectives

Under Resolution 2625 (2022), the Security Council determined that the situation in South Sudan continues to constitute a threat to international peace and security in the region. The Council extended the UNMISS mandate until 15 March 2023. It also emphasized that the Mission should continue advancing its three-year strategic vision defined in resolution 2567 (2021) to prevent a return to civil war, build durable peace and support inclusive, accountable governance and free, fair and peaceful elections in accordance with the Revitalized Peace Agreement. Under Chapter VII of the Charter of the United Nations, UNMISS is therefore authorized to use all necessary means to implement its mandate which includes: (a) Protection of civilians (b) Creating conditions conducive to the delivery of humanitarian assistance (c) Supporting the Implementation of the Revitalised Agreement and the Peace Process (d) Monitoring, investigating, and reporting on violations of humanitarian and human rights law: The overall ceiling for uniformed personnel is maintained at 17,000 troops and 2,101 police, including 88 corrections officers. Context

UNMISS was established in 2011 under the auspices of the UN Department of Peacekeeping Operations (DPKO); subsequently, UNMISS mandate has been renewed through resolutions 2057 (2012), 2109 (2013), 2155 (2014), 2187 (2014), 2223 (2015), 2241 (Dec. 2015), 2304 (2016) and 2327 (2016), 2392 (Dec. 2017), 2406 (Mar. 2018), 2459 (Mar. 2019), 2514 (Mar. 2020), 2567 (Mar. 2021), 2625 (Mar. 2022).

Task description

Under the direct supervision of the Field Administrative Officer (FAO), the UN Volunteer will undertake the following tasks: • Support Field Administrative Officer (FAO) by working with different relevant sections to build the capacity of UNMISS facility management while ensuring compliance to Safety & Security rules and regulations. • Assist the FAO by providing suggestions on allocating of offices/accommodations space for UN agencies in UNMISS camp. • Coordinate and supervise delivery of services from third party contractors. Ensure submission of accommodation occupancy reports on a weekly/monthly basis; operate the accommodation allocation database by verifying the priority date and data entering into the system. • Arranging schedules for repair and maintenance of the facilities; create and submit Engineering Work Request to Engineering section and follow up or monitor work in progress. • Ensure all FMU related supply items are available and accessible to clients; Oversee and ensure distributions of services and equipment are conducted in an accessible and accountable manner. • Periodical checking of inventories of items issued to accommodation facilities, offices, and other locations/ facilities and make sure that all supply items are properly accounted for, and handed over when the users leave the Camp. • Overlook the safety of the camp from both hygienic and security perspective. Environmental issues will be the core of these activities when dealing with the garbage and used water Monitor and support the coordination of services and assistance in the camp; ensure that the services delivered promote hygiene and occupational safety for all staff and camp residents. • Supervise proper garbage collection and disposal done by the contractor in coordination with Transport and Security Sections and TCCs while maintaining records on volume of disposal. • Facilitate and monitor the fumigation and pest control activities done by contractor. • Contribute to the analysis of camp situation and staff members’ needs, dynamics and resources by regular visits to different sites in the camp. • Assist the FAO with preparation of welfare proposal fund / accountability financial report for any welfare events • Supervise the Welfare cafeterias for smooth operation and address challenge and provide support to the vendors in ordering of food ration from ESKO. • Report day-to-day management of a UN base and provision of support to Mission Support Department (MSD) clients. • Join the welfare committee member as secretary. • Manage the Gym including support of recruitment Gym assistant. • Support FAO Staff in organizing common events and functions in the camp. • Carry out daily field visits and constant monitoring of buildings and premises maintenance within the camp to ensure proper cleanliness and good order of all the facilities in the camp. • Allocation of rooms to visitors as well as new arrivals and ensure that all accommodation facilities are well equipped, cleaned and arranged to enable immediate occupation. • Arranging of accommodation for visiting VIPs and other dignitaries to the camp and report to FAO of the readiness of accommodation with all necessary facilities in such events. • Maintain inventory of equipment in the Facilities Management and Welfare Units. Coordinate Cargo Movement Requests and Supplies from HQ. Any other duties assign by the Field Administrative Officer (FAO).
