The Joint EU-UN Programme for Rural Development - Phase III (ENPARD IV Abkhazia Component) is implemented by the United Nations Development Programme (UNDP) and the Food and Agriculture Organization of the United Nations (FAO). It builds on the results and achievements obtained under two previous phases (Phase II and Phase I) as well as COVID-19 action complementing to ENPARD III Abkhazia Component.
The overall objective of the Joint EU-UN Programme (henceforth “project”) is to contribute to improved quality of life and socio-economic conditions of the rural population in Abkhazia, both men and women in an equal manner as well as specific target groups such as individuals with disabilities, or minority ethnic groups, with special focus on agriculture. The goal of the project is to bring about changes through three specific objectives:
- Increase protection of consumers and producers; this will be pursued through awareness-raising on food safety, and dissemination of Good Agricultural Practices at the farm level
- Enhance the resilience of rural communities; this will be pursued through improved agricultural practices, enhanced local expertise, and strengthened diversification of income generation sources
- Enhance community empowerment and social inclusion and cohesion through community-led local development initiatives
Under the overall guidance of the UNDP CPR Team Leader and direct supervision of the ENPARD IV Technical Coordinator based in Sukhum/i, the Project Analyst carries out the daily activities of ENPARD IV and supports in planning, and implementation, programmatic oversight and reporting on project-related activities.
The Project Analyst based in Sukhum/i will provide support to the community mobilization, resilience building and grant components of the project, including the calls for proposals, handle finance/admin matters, and participate in the overall monitoring of sub-grants. He/she will also supervise community mobilization and public awareness activities in Abkhazia, ensuring the implementation of a resilience and expertise enhancement programme for LAGs and local leaders. The project Analyst also provides technical and analytical inputs for EU and UNDP reporting.
- In cooperation with Technical Coordinator participate in the development of LVGs for CSO partners and grantees;
- Contribute to the preparation of reporting, including but not limited to EU interim and final reports and briefs and development of user-friendly charts, tables and diagrams reflecting project achievement, statistical data, and outreach;
- Performs other duties assigned the Technical Coordinator;
- Ensures donor and UNDP visibility in all activities performed within the project
- Perform in full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies, and strategies, as well as ensure effective internal controls.
Planning, implementing, and overseeing field activities with regard to the LAG component:
- Plans operational implementation of all LAG-related activities, including, but not limited to launching events, meeting with local stakeholders, communities, awareness-raising and information sessions, negotiations with partners, support to capacity building of LAGs, developing strategic priorities and project ideas/fiches etc.;
- Supports international and local consultants in performing relevant activities in Abkhazia;
- Establishes and maintains strong channels of communication with all local partners (including CSOs, local institutions, communities, businesses etc.);
- Facilitates knowledge management with regard to lessons learnt within the Project;
- Cooperates with other stakeholders – notably, Danish Refugee Council and Action Against Hunger – and enhances exchange of experience of all ENPARD programmes implemented in Abkhazia;
- Plans and supervises capacity building activities implemented within micro-capital grant agreements;
- Provides timely reports to the Technical Coordinator.
Building partnerships with key stakeholders at the local level and other ENPARD IV partners:
- Ensures understanding of project goals, approaches and expected results by key partners at the local level (districts, villages, business associations, civil society etc.), through awareness-raising initiatives and dissemination of information.
- Maintain communication with partner organizations;
- Through various interventions (meetings, presentation, negotiations etc.) ensures the project buy-in from critical partners at the local level;
- Maintains close relationships with stakeholders, by conducting analysis of interests of key groups, as well as analysis of risks and relevant mitigation activities.

- Master’s degree or equivalent in Social Sciences, Economics, Business Administration, Public Administration, International Relations, or a related.
- Bachelor’s degree in related field with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
- Minimum 1 year is desirable (with Master’s degree) or 3 years is required (with Bachelor’s degree) of work experience in project planning and implementation, working with relevant stakeholders and communities.
Languages:
- Fluency in English and Russian languages is required.
- Knowledge of the Abkhaz language is an asset.
Required skills:
- Awareness/understanding and consideration of Do No Harm principle;
- Ability to conduct strategic planning, results-based management, and reporting.
- Ability to lead monitoring activities of management projects
Desired skills in addition to the competencies covered in the Competencies section:
- Experience in working on complex projects would be an asset.
- Experience in rural development and agriculture will be an asset.
- Experience in working with UNDP and the UN system; including knowledge of its practices and procedures would be an asset.
Travel:
Visits to target regions may be required on a need’s basis.
