Purpose of the Post:

The purpose of this position is to manage the operations of the Country office to ensure overall management and efficiency of operations in administration, general budget and finance, human resources, conference services, logistics, building management and security.

Objectives of the Programme and of the immediate Strategic Objectives:

The role of the Division of Business Operations (BOS) ensures the productivity and transparency of the technical programmes and the implementation of the EPW. BOS oversees budgetary and financial accountability with a risk-based approach to support the management of entrusted resources with close attention to value-for-money principles. BOS implements projects to improve EURO’s productivity and ensure financial sustainability of the region’s structures; develop a client-oriented culture among the enabling services; strengthen Country Office capacities; and drive strategic initiatives to enhance staff motivation and productivity. BOS strives to strengthen the capacity of the Regional Office to react in an agile way to external and internal changes.

The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 13th General Programme of Work with its 3 prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO's mandate revolves around six core functions: (i) providing Global Health leadership; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends. The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level and to implement the European Programme of Work 2020–2025 –“United Action for Better Health in Europe” which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizens’ expectations about health.

WHO at country level delivers this through practical, actionable and country focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavour; This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding workplan. The WHO Country Office maintains good working relations and ensures information exchange between the country and WHO, policy and strategic guidance on Health issues to all national and international partners in the country, provision of direct technical expertise when needed and aims at more community engagement and participation, and to promote health equity.

Summary of Assigned Duties:

The purpose of this position is to manage the operations of the Country office to ensure overall management and efficiency of operations in administration, general budget and finance, human resources, conference services, logistics, building management and security.

Under the general supervision of the Director of Business Operations and the direct supervision of the WHO Representative in Ukraine, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  • Provides guidance to the Director BOS and the WR in managing and ensuring the implementation of operations linked to the financial, administrative, human resources, information technology systems, logistics, building management, security, and all other operations’ related issues.
  • Manages controls, and certifies the overall compliance and allocation of operational and financial resources for the office through the use of the GSM oracle system and other financial tools; providing financial reports, data and statistics in accordance with the financial rules and regulations.
  • Analyzes financial data and interprets financial data, while providing advice and guidance on financial operations to managers and staff.
  • Manages and coordinates the implementation of operational work plan activities ensuring objectives and priorities are met and on track.
  • Coordinates and provides advice to managers and staff on the administration of Human Resources activities linked to overall recruitment, screening of applicants, reassignment of staff, contract administration, entitlements and other HR related activities.
  • Organizes the operations at the office and oversees the effective work of the administrative support in the office to ensure effective administrative support.
  • Manages the operations’ support and overall administrative services including procurement of goods and services, travel, communications, and information technology needs of the office, and local service requirements.
  • Coordinates and plans the administrative running of various conferences, workshops and meetings for the country office.
  • Builds a network of external service providers and vendors to ensure operations in the region/country office.
  • In case Field Security Officer position is not established in the duty station, coordinate with the United Nations Department of Safety and Security (UNDSS) and Regional Field Security Officer to ensure the Minimum Operating Security Standards (MOSS) compliance, timely report on security related incidents, disseminate security and travel advisory information and arrange security briefings and training of staff.

Educational Qualifications:

Essential: University degree (Masters level or above) in Business Administration, Management, Human Resources or related field

Desirable: Additional degree, relevant to the position.

Experience:

Essential: At least 7 years work experience managing operations/administration, implementing budget and finance, human resources and logistics services for a programme. Experience managing teams. Experience using Enterprise Resource Planning Oracle systems or similar packages. Experience working in an international organization

Desirable: Working experience in disaster risk reduction and response.

Language Skills:

Essential: expert knowledge of English

Desirable: working/intermediate knowledge of either French Russian or German
