Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. As one of the five decentralized parts of the Secretariat, the Europe Regional Office (ROE) in Budapest leads the support to National Societies of 53 countries through Country and Country Cluster Delegations and directly from Budapest spread across Western and Eastern Europe, the Balkans, Caucasus and Central Asia. ROE, led by the Regional Director, is organized in units overseen by unit heads. In 2022, these unit are being revised as part of a restructuring, including the creation of a Health, Disaster, Climate and Crisis unit (HDCC). The HDCC unit will lead the coordination and management and quality support of, and technical support to, all operations and programmes delivering towards beneficiaries as well as support delegations and National Societies in building of capacity across a range of thematic files. With the restructuring but even more so with operations in and related to Ukraine from February 2022 onward, the HDCC unit will be hosting additional positions for the coming years. The Programmes Officer position is created to provide administrative and programmatic support to ensure a smooth and efficient running of the unit.

Job Purpose

Reporting to the Head of HDCC, the Programmes officer is responsible for providing a range of administrative and finance support to operations, programmes and projects to ensure the smooth and efficient running of the HDCC unit and to promote efficient delivery of services, applying IFRC policies, frameworks, standards, tools and methodologies.

Job Duties and Responsibilities

Programme support and Coordination Supports general office administration: maintaining events and HDCC department calendars, organizing and coordinating meetings / conference calls and events, answering to general enquiries, providing hospitality to HDCC visitors, handling correspondence, filing information, maintaining HDCC contact databases, etc. Maintain contact lists, including group mailing lists for the unit, for technical reviews and technical line-management as well as HDCC contact list in the WhatsApp Group. Coordinate the development and maintenance of relevant operational and programmatic contact lists to National Societies in the region. Coordinate the full cycle of global/regional HDCC meetings/trainings/workshops/forums, including budgeting, extra resourcing, registration, scheduling, travel arrangements, full venue arrangements, printed materials, welcome service, and support facilitators. In close cooperation with HR, support onboarding for new staff / visitors / debriefing of delegates by drawing up and coordinating briefing schedule with various units within ROE. Serve as a point of contact for National Societies or CD/CCD staff who need information or support from the Regional Office and direct them to the relevant expert and channel communication as needed. Finance and HR support Support project related processes around Project Agreements, Fund transfers, PEAR’s and reporting with relevant managers and content holders. Ensure that all costs related to Unit's activities are invoiced and charged to the relevant budget line. Prepare the monthly cash forecast for Finance Department. Support small-scale procurement for the HDCC, including requesting quotations, filling requisition forms and arrange payments with finance. In coordination with hiring managers and HR, prepare information for initiating recruitments in Federation’s HR systems. Act as the focal point for advice to unit members on the use of IFRC systems and software, keeping an overview, notes and guidelines on practical use In coordination with Administration and HR, to ensure that end of mission process of outgoing HDCC staff members is completed. Coordinate e-contract process for hiring consultants and Memorandum of Undertaking with other external partners and service providers. Support the Administration Unit in ROE, as a part of the extended administration team in various duties. Performs other tasks and duties that can be reasonably requested by the line-manager

Education

Required: Relevant university degree or secondary education (business administration, finance, international relations). Preferred: Relevant professional training courses (Red Cross/Red Crescent related, humanitarian and development sector, management, etc.)

Experience

Required: Minimum of 3 years work experience with an International Organisation, international non-governmental organization, NGO and/or government development agency Experience in administrative and finance support functions. Preferred: Volunteering or working within the Red Cross / Red Crescent Movement Experience in procurement and small-scale logistics tasks Basic knowledge in accounting and bookkeeping Experience in office management

Knowledge, Skills and Languages

Required: Ability to work in a diverse cultural context Professional skills in computer productivity applications (MS Office applications, including MS Teams) Strong communication skills, both written and verbal Ability to work under pressure and to deadlines Ability to work independently and in team Attention to detail Fluently spoken and written English Preferred: Knowledge of Russian or other languages relevant in the Region Good command of another IFRC official language (French, Spanish or Arabic)
