Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. 


The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.


The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

 

Job Purpose

The Norwegian Red Cross in Lebanon is looking for a Senior Programme Officer (SPO) to, with close support from the Country Representative, coordinate and manage the projects under the responsibility of the country office. Based in Beirut, Lebanon, the Senior Program Officer works closely with its counterparts in LRC to monitor project implementation and expenditure while also support the coordination of the NorCross technical support to LRCS in the areas relevant to the respective grants. The Senior Program Officer ensures compliance with the back donors’ requirements, reporting and various control measures. 
The position is part of NorCross’s International Department, Middle East and North Africa Unit (MENA). The Senior Program Officer reports directly to the Lebanon Country Programme Manager (based in Beirut). The SPO works closely with NorCross’s regional finance team as well as other relevant NorCross staff. 

Job Duties and Responsibilities

Program Management


*Norcross will concurrently be running 3-5 projects over the next 2-3 years *

  • To lead Project Cycle Management for NorCross funded projects, including: planning, implementation, and monitoring. 
  • To lead on regular programme reporting, including narrative reports, tracking indicators/progress against targets, and budget review.
  • To monitor and communicate programme risks to the Country Programme Manager (CPM) in a timely manner, and develop suitable mitigation measures
  • To support and build capacity of the Lebanese Red Cross (LRC) in managing and coordinating project activities (planning, implementation, monitoring, reporting and evaluation).
  • To coordinate the technical support to the LRC from the NorCross Regional Office (RO). 
  • To coordinate with Country Finance Officer to ensure financial control of projects. 
  • To ensure compliance with back-donor requirements and agreements including procurement, communication, audit, etc, and that, in collaboration with the CPM and Finance Officer.
  • To undertake other duties as assigned by the CPM in line with the overall objective with the NorCross presence in Lebanon.

Representation and Communication

  • To lead on and ensure continuous dialogue with the LRC programme managers about projects’ achievements and challenges - as well as the wider cooperation with NorCross - and call on support from CPM when required.
  • To contribute (and lead where delegated) with the collaboration with other PNS with the purpose of optimizing technical and financial resources.
  • To contribute (and lead where delegated) to the development and maintenance of the NorCross networks and partnerships in Lebanon, 
  • To support the CPM in donor relations and fundraising efforts


Strategic

  • To ensure successful project implementation against wider Country Office strategic objectives, and ensure alignment of NorCross strategy to project design.
  • To proactively identify and communicate to the CPM strategic opportunities and threats within the portfolio.
  • To lead on specific strategic workstreams, as delegated by the CPM.


Technical – Health focus

  • To contribute to the development of SMART indicators (predominantly health oriented, but WASH experience also welcome) that are supported by clear and concise indicator guidelines that operationalize the indicators and explain the data sources, collection methods, frequency of monitoring and audience.
  • To contribute to an adequate needs assessment to inform the design of relevant projects

Duties applicable to all staff

  • Perform any other work-related duties and responsibilities that may be assigned by the line manager

Education

  • Project Management: Professional education/qualification - OR demonstrable equivalent knowledge gained through professional experience. -Required
  • Health: A higher (master’s) degree/qualification in health-related subject (extensive experience in managing health programmes considered) -Required

 

Experience

  • Minimum 5 years of Programme Design, Implementation, Monitoring and Reporting experience, preferably with a Health and/or WASH focus. -Required
  • Experience in working in ‘partnership model’ or in external relationship management in project delivery. -Required
  • Minimum 2 years of Planning, Monitoring and Reporting experience, including successful donor applications, and reporting on humanitarian projects with measurable results. -Required
  • Experience of working for a humanitarian organization. -Required
  • Previous RCRC Movement experience is a strong asset -Preferred
  • Experience in managing EU grants, applications, programmes -Preferred
  • Technical health and/or WASH experience. -Preferred

 

Knowledge, Skills and Languages

  • Strong analytical, diplomatic and negotiation skills -Required
  • Strong programme management skills, including a track record of programme management in Lebanon -Required
  • Strong organizational skills, with attention to detail and a proven ability to prioritize and effectively multi-task -Required
  • Excellent command of Microsoft Office -Required

 

LANGUAGES

Fluently spoken and written in Arabic and English -Required
Good command of another IFRC official language (French, Spanish) -Preferred
