Organizational Setting

The position is located in the FAO office in Peshawar, KP. Food and Agriculture Organization (FAO) in Pakistan focuses its efforts on poverty reduction, food security, sustainable livelihoods and rural development. FAO has partnered with the Government of Pakistan on research and development, training, extension services and strengthening of the staff capacity in planning and policy making. FAO has supported improvements in agricultural policy analysis, strengthened institutions. Enhanced integrated area development and expanded participation of marginalized and vulnerable communities in sustainable development.

The position is envisioned under Livelihood and Food Security Improvement Fund project on SB 4- SC 8 level.

Reporting Lines

Under the overall supervision of the FAOR in Pakistan, the guidance of the AFAOR Programme, direct supervision by Senior Project Officer and in close coordination with the Project Team, the incumbent will undertake the following tasks and duties:

Technical Focus

Provision of technical, methodological and operational guidance to the project team in conducting assessments related with irrigation systems in target area, designing related activities and overseeing implementation. Work of the specialist will be closely linked with the priority areas and commodities identified by the project team for targeted interventions.

Tasks and responsibilities

• Review and compile relevant literature on land use, water resources, hydrology and agriculture in project area
• Collect and compile relevant data and information on land use, water availability and use, agriculture, and climate for selected canals in project target area
• Prepare short reports after the completion of each training event
• Any other related tasks assigned by Supervisor
• Work closely with government counterparts responsible for water and irrigation system in agriculture;
• Provide technical inputs to the project on water resources management and Irrigation.
• Support Irrigation department in making technical and financial feasibilities for the rehabilitation of schemes.
• Support government departments in the identification of potential irrigation schemes such as water harvesting structures and irrigation channels in the project area;
• Carry out technical and financial feasibility for rehabilitation of irrigation canals and supervise civil works against the technical feasibility as required by the project;
• Identify strategic and technical capacity building needs of line department staff
• Provide technical support in terms of research/ technical studies/ reports to link the rehabilitation process to long term livelihood resilience
• Any other task assigned by management


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• Advanced university degree in hydrology, meteorology, hydrometeorology, environmental sciences, environmental studies or closely related fields.
• A minimum of 7 years of progressive and relevant experience in water management. Experience in conducting water accounting
• Working knowledge (Level C) of English. Working knowledge of Urdu and Pashtu;
• National of Pakistan.

• Literature review report with excel file and a folder that include relevant data and information on land use, water availability and use, agriculture, and climate for selected canals within the Indus Basin. The report should also summarizes data gap
• Contribution to technical documents upon request by supervisor, international water accounting specialist, and international hydrogeology specialist
• Workshop report for workshops related to water accounting
• Support and contribute to the preparation of progress reports
• Participate in stakeholder or implementing Partners planning and progress review meeting.
• End-of-assignment report containing findings, conclusions and recommendations for the future
