Background 

UNICEF is commitment to gender quality and the empowerment of women and girls in many of its policy and programme documents and the results are realized in its implementation reports as well as organizational practices. UNICEF mission statement also expresses that the organization aims through its country programmes, to promote the rights of children, women and girls as well as to support their full participation in the political, social and economic development of their communities.

In the same light, the promotion of gender equality and the empowerment of women and girls is central to the mandate of UNICEF emanating from various global instruments such as the Convention on the Rights of the Child (CRC), Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), Beijing Declaration and Platform for Action among others. To realize this, UNICEF Gender Policy (2021-2030), Gender Action Plan (GAP III 2022 - 2025) are key documents that elaborate the organizational mandate and commitment for gender equality and facilitate the strengthening of gender mainstreaming in all areas-of UNICEF's work.

UNICEF’s Gender Action Plan (GAP) 2022–2025 considers gender equality as both an organizational priority and a cross-cutting core value that guides programmatic work across all its five Goal Areas. The GAP 2022–2025 outlines the gender dimensions of programmatic results that apply to development, humanitarian, peacebuilding and high-income contexts. The GAP also establishes benchmarks that promote and track gender equality within UNICEF’s institutional policies across the organization, to ensure accountability.

UNICEF Rwanda Country Office (CO) adopted the GAP III and is also in the final implementation phase of the CPD, the CO conducted a light GPR in 2016 and is keen to undertake an extensive GPR to facilitate the CO to identify strategic areas, introduce new and/or strengthen existing gender transformative programming in alignment with the Strategic Plan and inform the upcoming priorities in the CPD. In anticipation of the new Country Programme to be developed in 2023, UNICEF Rwanda Country Office (RCO) will support a Gender Programmatic Review (GPR). The Gender Programmatic Review highlights how RCO can strengthen gender programming in alignment with the GAP and Strategic Plan 2022–2025.

To support the new CPD development, RCO is seeking a consultant to conduct a Gender Programmatic Review. This will include: (1) mapping country programme outputs and activities; (2) an in-depth review of selected outputs; (3) integrating specific action points into the current CPD implementation and new CPD preparation process; and (4) support the capacity building of the CO Gender Specialist on managing and regular review of the implementation of the GAP.

This Terms of Reference provides the purpose for this Gender Programmatic Review, main objectives, tasks and timelines for the consultant.

Purpose:

 The purpose of this consultancy is to lead and support the undertaking of a GPR in UNICEF Rwanda country office in order to shape and refine country programme planning alignment with the UNICEF GAP 2022–2025.

Scope of Work:

The Gender Programmatic Review process includes four main steps:

Step 1: Analysis and prioritization - Analysis of the nine gender results in the GAP within the national context, leading to prioritization of a subset of gender results to address in programming, based on national relevance and priorities, the CO’s ongoing work, and available financial and human resources. The analysis and prioritization should also apply to UNICEF’s programming in humanitarian and displacement settings.

Step 2: Identification of gender-inequitable outcomes - Identification of the root causes of gender-inequitable outcomes underlying the set of gender priorities selected in Step 1, using in-depth gender analysis (such as causal analysis).

Step 3: Development of programmatic response – solutions, outputs and indicators to track progress; assessment of resource requirements; and availability of expertise and partnerships for programming.

Step 4: Documentation - Documentation of findings and agreements in a GPR report – including gender priorities, interventions, indicators and resources – for eventual integration into key country documents (CPD, action plan/gender strategy, etc.).

In addition, UNICEF Rwanda CO also requests the consultant to support building capacity of the CO Gender Specialist and Focal Points in conducting light GPR in a regular basis.

Tasks/Milestone:

  • Conduct an initial consultation with the Dep Rep, Chief of PME and the Gender Specialist to agree on the roadmap and methodology.
  • Pre-mission preparation:
    • Conduct a desk review of key documents;
    • Engage remotely or in-person with key stakeholders including the Rwanda CO staff, its implementing partners and external experts to (1) generate preliminary analysis for the step 1 & 2; (2) for step 3, propose 3-5 potential entry points for GAP priorities in the country programme and how these would be reflected in CPDs (activities, results statements and indicators) and (3) propose a work plan on what steps the CO might need to take to accomplish this (hiring, fundraising, partnership development, etc.).
    • Draft an agenda for the in-country visit, scheduling sessions with the CO as a whole and with teams/sectors for in-depth discussions.
    • Prepare other resources that could facilitate in-person discussion – for example, partner mapping, resource mapping, etc
  • In-country mission:
    • Present the preliminary findings to the country team,
    • Discuss potential areas of work with the relevant sectors and staff,
    • Reach consensus on GAP priorities and corresponding indicators to integrate into the country programme, and
    • Determine what associated action points are necessary for follow-through.
  • Prepare and submit the final GPR report as the step 4
  • Provide technical expertise and leadership to guide the CO Gender focal points (GFPs) to conduct light GPR within the CO as and when its needed.

Deliverables/Outputs and Payments:

Deliverable 1: 55%

  • An Inception Report with detailed plan, methodology and roadmap.
  • Desk review and analysis completed of relevant documentation and stakeholder interviews to formulate preliminary recommendations for gender integration – A ppt to facilitate a one-day CO workshop to brief introduction of GAP, GPR and the preliminary findings
  • Draft agenda for in-country mission
  • Other tools and materials for supporting the in-county mission
  • A one-day Gender Workshop is facilitated including brief introduction of GAP, GPR process and preliminary findings, and possible reflection and discussions

Deliverable 2: 45%

  • Individual/sectoral in-depth discussions organized
  • Conclusions and consensus achieved with the Country Management Team (Debriefing).
  • Final GPR Report not more than 20 pages excluding annexes
  • GFPs are skilled to undertake GPR and can then conduct it for IPs

To qualify as an advocate for every child you will have… 

Education: 

  • Advanced university degree  (Master's degree) in gender studies, social sciences, public health, or international development.

Work Experience :

  • At least 8 years of strong technical skills in gender, research and ability to support countries especially on gender assessments or reviews.
  • Substantive and programmatic experience in gender issues, with an understanding of social change, is essential.
  • Demonstrated experience in using the evidence base on gender in shaping and implementing programmes.
  • Strong analytical skills in gender programme design and assessment, ideally at the national level.
  • In-country experience of Rwanda is an asset.
  • Some prior experience with UNICEF or UN agency programme planning.
  • Excellent written and verbal communication skills, with strong interpersonal and presentation skills.
  • Fluency in English

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
