ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

 

The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), headed by a Managing Director, oversees the Organization's development of capacities for industrial development as well as industrial policy advice, statistics and research activities and the Organization's normative contribution to Member States and global development community in achieving the SDGs. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence.

Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute toward effective and appropriate technical, business and policy solutions and are focused on results and on realizing any potential for scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora.

 

The Division of Digital Transformation and AI Strategies (TCS/DAS) promotes digital transformation and Fourth Industrial Revolution (4IR) associated technologies (including cloud computing, artificial intelligence (AI), industrial Internet of things, additive manufacturing, big data, block chain, e-commerce, and others) as part of innovation ecosystems consisting of productive capacities in manufacturing, services and digital firms, with the purpose to advance the competitiveness of industries and manufacturing firms in Member States. It helps industries to benefit from the rapid progress in digital and convergent technologies associated with the Fourth Industrial Revolution (4IR), ensuring a smooth transition towards safe and secured cyberphysical industrial systems and a smart society and mitigating any negative adverse effects on employment and quality of work. Through the Division's services, the productive transformation will be key, integrating industrial businesses, dynamic entrepreneurship, and acceleration services, in less developed countries will have the opportunity to technologically catch up instead of falling behind industries in more advanced countries.

 

This position is located under the Division of Digital Transformation and AI Strategies (TCS/DAS).

 

PROJECT CONTEXT  

 

UNIDO-ACMA-DHI Partnership Programme (ID: 170091)

The UNIDO-ACMA Partnership Programme finds its origin in the recognition of the need of the Indian automotive component industry to be globally competitive and to embrace globally accepted best practices not only in their own operations, but also to vertically extend such practices to their sub-suppliers. The objective of the Partnership Programme therefore is “to strengthen the capacity of Indian small and medium-sized automotive component manufacturers to meet the (stringent quality) requirements of vehicle manufacturers and to enhance their productivity and performance levels so as to facilitate their inclusion into domestic as well as the global automotive supply chains”.

 

The project builds on the experiences from and results of previous interventions in the Indian automotive industry, specifically four predecessor phases, the latest of which has been completed in July 2018 (Phase I). The project thus pursues the following core objective:

 

  1. Facilitating the building of competency and capability of Tier-2 and lower tier automotive component manufacturers to be productive and innovative and hence establish and succeed as preferred suppliers to national and international Tier-1s and OEMs in face of international competition.

 

The project seeks to achieve its objective by pursuing the following outputs:

 

  1. Improving the availability and applicability of productivity and innovation enhancement methods, tools and ACMA counsellors for automotive component manufacturers through benchmarking; through the introduction of new modules to the UNIDO-ACMA methodology; establishing linkages with relevant initiatives by key local institutions; establishing a skill-mapping system for counsellors; and the organization of relevant workshops and study tours.

 

  1. Improving the productivity of selected supplier companies through adoption of continuous improvement techniques through counselling and e-self-learning/skilling by establishing and operating an e-learning platform with trainings, checklists, apps, etc., in alignment with relevant skilling frameworks.

 

  1. Improving the ecosystem for delivering innovation and business support to the automotive sector for automotive supply chain development by mapping industry stakeholders with a view to new technology trends pertinent to electrification of vehicles, additive manufacturing, Industry 4.0, and other relevant technologies; by conducting relevant assessments and surveys; and by initiating networking dialogues with public and private sector stakeholders.

 

 

FUNCTIONAL RESPONSIBILITIES

 

Under the supervision of the Project Manager, and working with the project team, administers elements of technical cooperation programme or specific project/s of limited complexity and execution of technical cooperation programmes and activities. Main duties are:

 

  • Select, organize and summarize background information to describe the overall context and background relevant to a project or a sector of technical cooperation activities in a country, assess the local context for the planning and administration of individual technical cooperation projects;

 

  • Analyze and interpret project background history and documentation; identify, reconstruct and document significant project events, decisions and deviations;

 

  • Draft sections of project documents such as project background and justification;

 

  • Inform experts, consultants and other project participants about logistical arrangements and internal procedures for monitoring and reporting in terms of the immediate objectives of specific projects;

 

  • Monitor specific aspects of project execution and identify problems and proposing that actions be taken to expedite delivery of inputs;

 

  • Draft comments on designated aspects of project progress as an input to programme monitoring;

 

  • Draft project revisions, including adjusting individual project budgets, on the basis of changed work plans.

 

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: Advanced university degree in engineering, sciences, economics, business administration, international relations or other relevant discipline with specialization in international studies, is required.

 

Technical and Functional Experience:

At least three (3) years of professional experience in programme technical cooperation and capacity building administrationon an international level, is required. Experience in evaluating the needs, conditions and problems in developing countries, is desirable. Experience in digital transformation and Industry 4.0, particularly in relation to the Indian context is desirable.

 

Languages: Fluency in written and spoken English is required.
