Permanent / Full Time

Salary: Up to £35,000 depending upon experience

About us:

The HALO Trust is the world’s largest and oldest international humanitarian mine action non-government organisation (NGO). Our mission is to lead the effort to save lives and restore livelihoods for those affected by conflict. HALO is known for its work to clear landmines but is very much involved in the disposal of other explosive hazards such as bombs, rockets, missiles, and improvised explosive devices (IEDs). HALO was established in Afghanistan in 1988 and now employs over 8,500 staff in 26 countries and territories.

HALO Programme Officers (POs) are integral in all phases of projects from planning and securing funding, to team and partner coordination, to data gathering, analysis, reporting, and feeding back achievements and lessons learned. The primary roles of the PO are to manage donor contracts, to mentor and manage community outreach teams who conduct mine risk education and socio-economic surveys, and to coordinate the monitoring and evaluation efforts for all programme activities.The successful PO will monitor and evaluate the impact of HALO’s work in Ukraine through a variety of activities.

The position is based in Brovary and liaises with both internal and external stakeholders as well as management of both the M&E office staff and the CORE teams. The role involves field travel across Ukraine. The role responsibilities should be appropriately distributed between the Programme Officers with the support of Regional Support Officer (RSO) and in agreement with the Head of Partnerships.

Responsibilities

  • Coordinate qualitative and quantitative research to measure the outcomes of HALO’s activities, including data collection, analysis and write-up to support donor contract management.
  • Manage and coordinate the activities of Community Outreach and Mines Risk Education teams.
  • Conduct and prepare case studies documenting the impact of HALO’s work.
  • Prepare reports for donors, quantitative data on outcomes to present HALO’s progress in line with donor requirements.
  • Prepare written proposals and tenders to donors under direction of the Programme Manager and DHoR.
  • Develop and manage all aspects of Gender Mainstreaming within the programme including provision of female focus as required.
  • Manage delivery and tracking of Safeguarding policy within the programme, reporting relevant issues to the Programme Manager.
  • Supervise information management within the programme ensuring the development and implementation of relevant data management systems and processes.
  • Work closely with HQ Communications team to develop content to raise awareness of programme and key milestones; create and manage imagery for the programme; plan the distribution of stories and news through a variety of communications channels.
  • Develop and prepare programme publications, including presentational materials such as brochures, briefing documents, displays and slide presentations.
  • Manage the tracking of progress on outputs and outcomes for all donor contracts, providing timely updates and highlighting any issues to the Programme Manager.
  • Manage and coordinate activities with external partner agencies as required.
  • Assist with the hosting of visitors to the Programme.
  • Provide support to the Programme Manager and HALO Senior Management on a range of other tasks.

Requirements

Who we're looking for:

  • Excellent written and spoken English
  • Degree in a social-science subject beneficial
  • An understanding of quantitative and qualitative research methods
  • Effective communication skills, both written and verbal, able to produce content appropriate for the audience
  • Strong numeracy skills
  • Strong IT skills, proficient in use of Microsoft Excel and Word (essential) and Access (desirable)
  • Good cultural awareness, able to adapt to working in different cultures
  • Excellent conduct record, verified by former employers
  • A self-starter, able to organise and manage their own time
  • Ability to speak a second language would be advantageous e.g. Ukrainian or Russian but is not essential
