Under the guidance and direct supervision of the Inclusive Development Coordinator the Programme Analyst is responsible for the effective project implementation, including the design, formulation, management, and monitoring within the development inclusion portfolio.

In addition, Program Analyst analysis and research social and economic trends and collaborates in the elaboration of corporate documents. The Programme Analyst works in close collaboration with the operations team and programme staff in other UN Agencies.
 

Position Purpose
 
  • Support the Implementation of programme strategies.
  • Participates in effective management of the CO cluster program and projects.
  • Supports creation of strategic partnerships and implementation of the resource mobilization strategy.
  • Provision of top-quality policy advice services to the Government and facilitation of knowledge building and management.


Duties and Responsibilities
1) Ensures implementation of programme strategies focusing on achievement of the following results:
  • Thorough analysis and research of the political, social, and economic situation in the country and preparation of substantive inputs to CCA, UNDAF and other documents.
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned.
2) Participates in effective management of the CO cluster program and projects within the practice area specialization assigned focusing on quality control from formulation to implementation of the country program achieving the following results:
  • Design and formulation of some parts of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. 
  • Initiation and design of a project, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects.
  • Substantive monitoring and evaluation of the projects, identification of operational and financial problems, and development of solutions. Participation in audit of NIM projects.
  • Preparation of inputs for reporting, including donor reporting.
3) Supports creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

4) Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of training for the operations/ projects staff on programme issues.
  • Professional growth through active learning.

Required Skills and Experience

All applicants must be nationals of Argentina

Education:

  • Master’s Degree or equivalent in Economics, Social Sciences, Political Sciences or related field.
  • Bachelor’s degree in combination with additional 2 years of qualifying experience will be given due consideration in lieu of the master’s degree.

Experience:

  • 2 years with Bachelor´s Degree of relevant experience at the national or international level in providing advisory services and management of a complex portfolio of projects.
  • Experience in design, monitoring, and evaluation of complex development projects in any of the following areas of specialization: social protection, health, and employment.

Desired Skills:

  • Experience in programme management, governmental/nongovernment development stakeholders and communication with government counterparts.
  • Experience in the usage of computers and office software packages.
  • Experience in handling of web-based management systems.
  • Professional experience in partnership building and engagement (public and private sector).
  • Proven experience in Project Management related to inclusive development policies, poverty policies, etc.
  • Proven professional knowledge and experience in implementation of Project Portfolio with the correct identification of areas for support and interventions.
  • Professional experience in financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions.
  • Key awareness of key global and regional trends.

Languages:

  • Fluency in Spanish and English.
