Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. In February 2022, a new phase in the armed conflict in Ukraine started. The intensification and spread of hostilities have affected all of Ukraine, causing massive humanitarian needs across all sectors and destroying essential civilian infrastructure. Millions of people are displaced in Ukraine, more than 7 million people have fled to other countries. IFRC has launched a major Emergency Appeal for Ukraine and Impacted Countries that is coordinated on European regional level – with numerous country level operations ongoing. ICRC, IFRC and numerous Partner National Societies are integrating their capacities to provide coordinated crisis response in Ukraine and impacted countries. The operational structure will be fully integrated into existing structures at Country / Country Cluster and Regional Office level to ensure full synergies with the overall regional work. This is a national staff position open to Ukrainian nationals and others who are legally eligible to work in Ukraine. Candidates must be able to provide proof of their eligibility to work in Ukraine.

Job Purpose

The Senior Humanitarian Analyst, under the direction of the IFRC’s Head of Country Office in Ukraine, and as part of IFRC’s regional humanitarian diplomacy and communications team, will gather critical intelligence at both operational and policy levels, and undertake comprehensive analyses to inform effective humanitarian diplomacy, risk planning and preparedness work. This role provides analysis and positioning materials to inform humanitarian advocacy efforts within the delegation and with key internal and external stakeholders, and to enhance trust in Red Cross and Red Crescent. In addition, the role provides critical inputs to inform the direction of the response. Particular focus is laid on the positioning of the Ukrainian Red Cross Society (URCS) and the IFRC’s support to the URCS in-country.

• Produce analytical pieces on key contextual issues, operational challenges and RCRC advocacy policy positions. Deliverables will include: 1. Key messages on IFRC positions and achievements to support IFRC representation role in country. 2. Updates on the crisis and key messages for distribution to IFRC and National Society Partners. 3. Regular issue briefs providing contextual analysis and recommendations for operational and advocacy follow up. 4. Contribute to sitreps, operations updates and other reports as needed. • Support multi-stakeholder engagement (discussions, written exchanges, meeting attendances, presentations)

Regular issue briefs providing contextual analysis and recommendations for operational and advocacy follow up. 4. Contribute to sitreps, operations updates and other reports as needed. • Support multi-stakeholder engagement (discussions, written exchanges, meeting attendances, presentations) Analysis, positioning, and strategy • Initiate and develop research reports, policy briefs, situational context and risk analyses. • Contribute to research and develop strong evidence base to ensure a solid foundation for advocacy work and to assist with the negotiation of positioning around complex issues. • Develop IFRC’s data collection and knowledge management capability to support evidence-based humanitarian diplomacy by the IFRC and National Societies.Contribute to the development of policy positions and key messages in coordination with the concerned IFRC units, National Societies and the ICRC • Undertake comprehensive stakeholder analysis and support the development of strategies to enhance trust in Red Cross and Red Crescent and to achieve specific influencing objectives.. Support capacity strengthening and the sustainability of humanitarian diplomacy functions within both the IFRC delegation and the National Society • Support the Ukraine Red Cross Society (URCS) to leverage its relationships with key stakeholders and develop a more strategic and joined up approach to its humanitarian diplomacy, in cooperation with concerned IFRC Delegations, the ICRC and other National Societies. • Support the URCS to continue to develop its humanitarian advocacy strategy and action plan, in alignment with IFRC's regional humanitarian diplomacy priorities. • Actively contribute to the URCS humanitarian advocacy working group • Contribute to strengthening the overall quality and scope of humanitarian diplomacy through engagement with staff in the URCS who have skills in advocacy, negotiation, communication and other diplomatic experience or knowledge to encourage a network of humanitarian diplomacy ambassadors to exchange information, lessons, and good practice and to support competency development. • Develop orientation and learning package on HD to support capacity of national society, IFRC and other Movement partners to advocate collectively, strategically, and effectively for the response.

Education

Master’s degree or similar in political science, law, international relations, communication, or another related field.

Experience

Required: 1. 5+ years of work experience in the field of humanitarian diplomacy, advocacy, communications or in a similar role. 2. Experience in training and/or capacity building. 3. Contextual knowledge of relevant stakeholders in and political environment of Ukraine and surrounding countries. 4. Excellent knowledge and understanding of local, national, and regional policies and policy-making processes related to humanitarian priorities in Ukraine and surrounding countries. Preferred: 1. Relevant work experience with the Red Cross/Red Crescent Movement. 2. Work experience in a multilateral environment.

Required: 1. Understanding of Ukraine and surrounding countries – humanitarian landscape, needs and opportunities. 2. Self-supporting in computers (Email, Internet, spread sheets, word-processing, etc.). 3. High degree of discretion, tact, and sensitivity in dealing with stakeholders at all levels. 4. Results-oriented, demand driven, entrepreneurial, ability to lead in unprecedented and/or ambiguous situations. 5. Demonstrated track record in innovating, contributing to a learning culture, sharing knowledge, and promoting new approaches to engaging partners. 6. Excellent spoken and written English, Ukrainian Preferred: 1. Good command of another IFRC official language (French, Spanish or Arabic)
