The OECD has earned a leading role in financial and enterprise issues. In line with the Strategic Orientations of the Secretary-General and his “21 for 21 agenda”, the core mission of the OECD’s Directorate for Financial and Enterprise Affairs (DAF) is to assist markets to fund inclusive economic growth, and in turn Better Lives, through setting and implementing standards, providing capacity building and technical assistance, acting as a forum for co-operation and collaboration across the OECD Directorates, external stakeholders and International Organisations. DAF’s work is structured under two work areas - Conduct and Markets - and its mission is pursued through seven substantive divisions whose teams provide member and partner countries with policy guidance, analysis and support in the areas of competition, anti-corruption, corporate governance and corporate finance, responsible business conduct, financial markets, consumer finance, insurance and pensions and international investment.

The Anti-Corruption Division (ACD), supports the global fight against the bribery of foreign public officials in international business transactions. Its main responsibility is the peer monitoring of Parties’ implementation of the OECD Anti-Bribery Convention and related instruments. The Division ensures that these instruments remain at the forefront of the global fight against foreign bribery. It also encourages non-Member countries to adhere to OECD anti-corruption instruments.

The Anti-Corruption Network for Eastern Europe and Central Asia (ACN) is a regional anti-corruption programme of the WGB with the Secretariat in the ACD. The ACN implements the following activities\: programme of peer review and monitoring known as Istanbul Anti-Corruption Action Plan, capacity building for anti-corruption investigators, prosecutors and other law-enforcement officials in the framework of Law-Enforcement Network, capacity building for business integrity practitioners from the public and the private sectors in the framework of the Business Integrity Group, and capacity building country projects.

The Investment Division (INV) is responsible for advising OECD Member and partner governments on international investment law and policy, investment treaties, investment for development, and foreign direct investment statistics. The Division supports the work programme of the OECD Investment Committee based on instruments, analytical reports and per learnings in OECD and non-OECD countries.

DAF is looking for Communications Officers to carry out a wide range of communication tasks, including publications, events, web and social media, and internal communication for ACN and INV. The selected candidate for ACN will be required to work under the supervision of the ACN Manager and in close cooperation with the ACN Programme Managers, DAF and Division’s Communications Officers and the Public Affairs and Communications Directorate (PAC). The selected candidate for INV will work under the supervision of the Head of the Investment Division and, as appropriate, in liaison with DAF and Division’s Communications Officers and the Public Affairs and Communications Directorate (PAC).

Main Responsibilities

Web presence and on-line strategy

  • Improve the structure and functionality of the ACN/INV website.
  • Update and maintain the ACN/INV’s web pages and satellite sites. This includes presenting material online in a way that maximises visibility and discoverability in line with the OECD corporate communications strategy, adapting texts for the web, and coordinating the integration of relevant material horizontally across the OECD.
  • Draft thematic content for the ACN/INV website as needed.
  • Provide guidance, tools and templates to Division staff when required.

Social Media

  • Post content, manage and maintain ACN/INV’s social media platforms (e.g. Twitter, LinkedIn, Flickr, SlideShare), in line with OECD’s social media guidelines and DAF’s communications objectives as well as DAF’s strategic communications plan.
  • Regularly monitor in collaboration with PAC Impact team and generate analytics of social media efforts for impact reporting.
  • Develop communications strategies and social media campaigns for key events (high-level meetings, publication launches, etc.), building contacts and engagement with key stakeholders, including media.

Publications and working papers

  • Work with authors, the DAF communications unit and PAC, to prepare publications, manuscripts and working papers for dissemination online, in line with corporate guidelines and policies, notably those issued by PAC, by the Office of the Secretary-General (SGE/OSG) and by the Legal Affairs Directorate (SGE/LEG). This will involve copyediting, document formatting, quality control and proofreading assigned manuscripts/texts, in compliance with the corporate guidelines and policies.
  • Contribute to the design and dissemination of high-quality communication and training materials targeted towards a variety of stakeholders. Example materials include PowerPoint presentations, flyers, brochures, videos, short versions of reports and communications for social media (e.g. Twitter, LinkedIn, Flickr, SlideShare, etc.). This will involve the design of visuals (e.g. icons, infographics, and PowerPoint design) as well as templates.
  • Advise authors on editorial processes and options, respecting priority-setting and OECD-PAC standards, policies, and procedures.

Communications support for project meetings and events

  • Oversee and/or contribute to the publications’ and communications’ needs of meetings and events. This will include ensuring effective communications with participants via dedicated websites, coordinating visual signatures, preparing agendas, managing conference signage, coordinating associated promotional activities and liaising with media and sponsors.
  • Coordinate launches, other media events with Publications and Printing Unit as well as DAF Communication team.

Internal communications

  • Provide assistance to the ACN/INV managers in dealing with various internal requests for information, such as inputs for various ACN, INV, DAF and OECD communications products, newsletters, reports, speaking notes, ensuring that deadlines are met, correspondence is dealt with in a timely manner, and co-ordinating follow-up action with ACN/INV staff as necessary.

Ideal Candidate Profile

Academic Background

  • Post- secondary education, preferably in Communications

Professional Background

  • Experience working in public affairs or in the communications field.
  • Experience working in an international organisation would be an advantage.
  • Experience in creating social media calendars and content.
  • Experience creating and maintaining websites and other digital platforms.
  • Experience in proofing, editing, and formatting of documents

Tools

  • Excellent grasp Adobe Creative Suite to produce visual elements.
  • Excellent skills creating and editing videos.
  • Familiarity with website Content Management System programmes, including a strong working knowledge of T4.
  • Familiarity with key social media platforms (Twitter, LinkedIn, Facebook, YouTube).
  • Familiarity with Microsoft Office suite as a collaborative and publishing environment.
  • Familiarity with eShare and document management concepts like permissions, versioning, metadata and publishing.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract duration

One-year fixed term contract, with the possibility of renewal.
