OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The WHE Response division (WRE) is responsible for rapidly detecting and responding to health emergencies while leveraging relevant national and international partnerships, ensuring that emergency-affected populations in acute and protracted emergencies have access to essential health services and that systems are maintained and strengthened in fragile, conflict and vulnerable settings while implementing at scale, proven prevention strategies for priority pandemic/epidemic-prone diseases. The Alert and Response Coordination Department (ARC) is responsible to provide end-to-end capacity for the detection, management, coordination and monitoring of acute public health emergencies, as well as the generation and dissemination of public health information around such events. It identifies potential acute events through early warning, provides risk assessment of such events, and delivers on the management, coordination and ongoing monitoring of acute events that require activation of an incident management structure at HQ. These include epidemics and acute humanitarian emergencies.

DESCRIPTION OF DUTIES

--> Coordinates and provides senior technical leadership in establishing new approaches, evidence-based policies and strategies, surveillance, and capacity building initiatives for implementation across Regional and Country Office programmes in the respective area of work.

--> Provides senior level health technical expertise and advice to the Director and Senior Management in the area of Acute Event Management on the development and establishment of new health strategies and policies for implementation into and/or the monitoring and evaluation of national and global policies.

--> Ensures effective coordination, management, and accountability of the programme area in delivering its objectives through efficient managing a diverse team of technical experts, financial resources and effective work plan coordination to optimize the programme's deliverables in line with the mandate of the Organization.

--> Ensures the coordination and management of the monitoring and evaluation and reporting of the Department's area of work of key performance indicators and global reporting requirements and mechanisms to optimize performance of Department deliverables.

--> Serves as the scientific/technical reference among UN Agencies and the peer community on the management of acute events.

--> Builds technical partnerships with other UN Agencies, Donors, research institutions and other stakeholders in managing acute events to position the technical area of work and implementation into respective policies.

--> Represents the programme area of work in global for a and capacity building activities

--> Performs all other related duties as assigned.

Specific duties:

--> Leverage capacities from across all HQ Departments in support of the management of acute events and emergencies; supporting countries in the application of the WHO Incident Management System, Emergency Response Framework and Standard Operating Procedures

--> Takes a key role in encouraging full collaboration with WHO-wide, UN Agencies, and other key operational partners (e.g. GOARN, EMTs, Global Health Cluster, technical networks) in the implementation of WHO response to emergencies

--> Continuously oversees, monitors and evaluates the quality and effectiveness of WHO emergency operations for acute events and emergencies, based on agreed standards and indicators, working with Regional and Country Office to make relevant course corrections and update SOPs and guidance, as needed.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in medicine, public health, emergency response, epidemiology or equivalent
Desirable: Specialization or specific training in emergency management; emergency medicine, infectious diseases or public health.

Experience

Essential: A minimum of 15 years of professional experience in the management of communicable disease outbreaks or public health/humanitarian emergency operations for acute events and emergencies at the national and international level, including experience providing senior level advice and guidance to Senior Management/Decision makers, managing human and financial resources, as well as experience in the area of developing and establishing policies.
Desirable: Experience in coordinating with or participating in WHO, UN or UN agencies or a health cluster member organization in outbreak responses. Proven experience in leading disease outbreak responses at the national or international level.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 103,660 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6790 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
