Background:

The Support Programme for Ukraine (SPU) has been established in order to continue to support the Ukrainian Government’s reform efforts, provide a platform for continued Ukrainian efforts in implementing OSCE commitments. It will be implemented through Extra-Budgetary project activities. The SPU was formally announced following a meeting held in Kyiv on 2 August 2022 of the Ukrainian Minister for Foreign Affairs, the OSCE Chair-in-Office and the OSCE Secretary General.

 

This post is financed from the Extra Budgetary SPU project “Strengthening Ability of Media Stakeholders to Apply Media Standards and Promote Media Literacy” under the OSCE Representative on Freedom of Media (RFoM). The SPU is planned to run until July 2025. This post is subject to receipt of funds. A possible extension is subject to the availability of funds, as well as an extension of the project duration.

Tasks and Responsibilities:

The incumbent supports and co-ordinates administration and implementation of complex project activities for the programme. S/he performs a broad range of planning and budgeting activities requiring in-depth analysis and interpretation of relevant policies, procedures and practices. The incumbent supervises general service staff members and provides procedural guidance to the senior administration and staff in the programme and location. 

 

The incumbent is directly supervised by the Associate Co-ordination Officer and if selected, will be tasked with:

  1. Contributing to the timely accomplishment of project outputs by co-ordinating and administering project activities; supporting day-to-day planning and following-up with partners and stakeholders on implementation of administrative activities and processes in accordance with OSCE rules and established business processes;
  2. Administering and processing project correspondence, editing and proof-reading documents, compiling materials and inputs for communications activities; screening incoming correspondence to identify issues requiring further attention and drafting related correspondence;
  3. Supporting mobilisation and co-ordination of experts, consultants, contractors and goods and services, applying ExB schemes, including administration and monitoring of Terms of References and specifications and following up on processes and work deliverables; supporting management of expert and procurement contracts, confirming receipt of services and initiating payments according to agreed payments schedule;
  4. Co-ordinating and supporting the preparation, submission, revision and follow-up of the projects’ budget, and the monitoring and provision of information on implementation; reviewing reports of the implementing partners including financial reports;
  5. Representing the OSCE at specific local, national, regional conferences and events upon the request of the supervisors; attending local and international conferences, including as a speaker at meetings with NGOs, international or bilateral agencies, and experts from academia;
  6. Assembling and synthesizing data to facilitate the analysis of project activities, and to draft periodic or ad hoc management reports; ensuring the maintenance and retrieval of reference material, documentation, data and information;
  7. Co-ordinating and leading administration and organization of project events, meetings, workshops and other activities; co-ordinating preparation of inputs such as speeches and presentations and acting as a speaker;
  8. Supporting the dissemination of project content through various channels; consolidating and monitoring various reports on project human resources planning and expenditures, the use of non-staff resources, the programme / projects’ communication and publishing plans, IT plans, and travel schedules;
  9. Conducting researches and needs assessments, supporting knowledge building and knowledge sharing across the programme through training of staff and briefing of budget holders on administrative/budgetary/planning/programming/financial procedures and processes;
  10. Reviewing current processes and making recommendations to improve programme/projects administration procedures;
  11. Supervising general service staff and performing other duties as assigned.

Necessary Qualifications:

  • Completed secondary education supplemented by formal training or studies in the field relevant for the project;
  • A minimum eight years of relevant working experience in the field of media, journalism, political affairs, public administration or democratization;
  • Experience in project planning, implementation and reporting;
  • Managerial experience would be an asset;
  • Knowledge of latest political and social developments as well as priority issues on the reform agenda in Ukraine;
  • Ability to conduct research and collect information from a variety of sources;
  • Excellent written and oral communication skills in English and Ukrainian;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Monthly remuneration, subject to social security deduction, is USD 2,283, as per the relevant OSCE salary scale; the salary payment is effected in EUR. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
