The Support Programme for Ukraine (SPU) has been established in order to continue to support the Ukrainian Government’s reform efforts, provide a platform for continued Ukrainian efforts in implementing OSCE commitments. It will be implemented through Extra-Budgetary project activities. The SPU was formally announced following a meeting held in Kyiv on 2 August 2022 of the Ukrainian Minister for Foreign Affairs, the OSCE Chair-in-Office and the OSCE Secretary General.

 

This post is financed from the Extra Budgetary SPU project under the OSCE Conflict Prevention Centre (CPC) at the Secretariat (SEC). The SPU is planned to run until July 2025. This post is subject to receipt of funds. A possible extension is subject to the availability of funds, as well as an extension of the project duration.

Tasks and Responsibilities:

The incumbent works under the direct supervision of the Security Officer and ensures the security standards within the ExB Support Programme for Ukraine are adhered to. If selected, you will be responsible for:

 

  1. Acting as the main security focal point with Host Country authorities, liaising and maintaining permanent contacts with relevant military, Police authorities, emergency services and security providers on security related matters;
  2. Assisting the Security Officer and Head, Security Management in collecting, updating and communicating information regarding the security situation in the country in order to keep constantly abreast of security developments and be able to warn and react to potential threats;
  3. Responding on security incidents, handling the situation on the spot and following the cases with local authorities (when applicable) until they are closed; maintaining routine and other correspondence files/documents and security related reports (General Incident Reports);
  4. Assisting in ensuring of the office safety, fire safety and security preparedness; conducting security surveys, recommending to put in place appropriate arrangements to secure them and ensuring good state for all security equipment;
  5. Analyzing security-related information; maintaining, updating and drafting security related documents, security risk assessments, security and contingency plans, reporting, instructions and procedures as assigned;
  6. Ensuring that physical security measures are in place to adequately protect and screen staff and visitors to the Organization’s facilities; advising on installation and functioning of all security and safety related equipment;
  7. Ensuring that Warden System (in her/his duty station) is in place and keeping it updated; conducting regular appropriate exercises (such as fire and evacuation drills, communication tests) to ensure staff preparedness for eventual emergencies;
  8. Providing support in organizing and conducting training courses on security awareness and preparedness, security orientation to newly assigned staff members; conducting security briefings, as required;
  9. Providing physical safety and security to the Secretary General and his delegate and any other OSCE VIPs as required in Ukraine;
  10. Providing general administrative assistance to the Security Officer; 
  11. Updating the contact lists of all local authorities, local emergency and support units;
  12. Performing other duties as assigned including ensuring that the appropriate level of confidentiality is maintained with regard to security matters.

Necessary Qualifications:

  • Completed secondary education supplemented by formal training or studies in security studies, risk, disaster or emergency management, social/political science, military science, public administration, law enforcement, law or related field;
  • A minimum of four years of relevant working experience in security;
  • Experience in project planning, implementation and reporting;
  • Experience with security work in military, police or security specialization;
  • Experience conducting research and collecting information from a variety of sources;
  • Excellent written and oral communication skills in English and Ukrainian;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Monthly remuneration, subject to social security deduction, is USD 1,586, as per the relevant OSCE salary scale; the salary payment is effected in EUR. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
