In Myanmar, DRC has been present since 2009 and DRC is currently engaged in responses in Rakhine, Kachin, and Northern Shan states. Our response targets displaced, and displacement-affected communities and other vulnerable communities in some of the most deprived areas of Myanmar. Key activities include protection (including Child Protection, GBV and Protection Monitoring), CCCM, WASH, Economic Recovery and Humanitarian Mine Action.

To support and strengthen the DRC programme in Myanmar we are looking for highly motivated and capable candidates to fill the position of

Emergency Officer (1 Post)

Overall purpose of the role:

This is a new post. The Emergency Officer will serve as the first line responder for DRC Emergency Preparedness and Response programming in Kachin State.  In this capacity, he/she will be supporter of the Emergency Coordinator/Manager for developing, managing, providing technical guidance, reporting, representing the programme as well as developing the capacity of the partners, to deliver high quality programs. The Emergency Officer will also be a strong communicator able to coordinate closely with the other actors and DRC departments and sectors to deliver a coherent program.

The Emergency Officer will work directly with Coordinator/Manager and implementing partners (NGOs and CSOs) in Kachin State. This will include the supervision of emergency response planning and activities, capacity development for implementing partners as well as supporting coordination efforts at a local and State level. The Emergency Officer will be working closely with partners and CSOs to ensure that relief is provided in a timely manner during critical times and ensure that activities contribute to strengthening the local preparedness and support the development of locally owned emergency preparedness plans in a coordinated, timely and efficient manner.

Geographic scope: Area (Myanmar)

This role has an area follow up and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

Specific duties and responsibilities

Technical:

  • Support the Emergency coordinator in mapping potential partners who can work on Emergency Response in Kachin and ensure that there is an updated list of pre-vetted partners on the State level (national NGOs, CSOs, etc).
  • Follow up day to day joint DRC/partners’ activities to ensure that activities are implemented in accordance with the Area Office Emergency Response Plans, project objectives and DRC/DDG guidelines and procedures.
  • Support the implementing partners in carrying out the various Emergency Response activities and ensure that these activities are implemented in accordance with Emergency Response plans and the partnerships guidelines, policies and SoPs and in coordination with relevant actors in the field
  • Support the Emergency coordinator to prepare and deliver trainings and ToT for partners on Emergency Response, including trainings on Emergency Response – assessments, distribution process, monitoring, documentation and reporting
  • Conduct joint Rapid Need Assessment for multi-sector which can be produced response plan
  • Prepare and be ensure safe and integrated implementing emergency response activities with internal sectors and external partners as well as CSOs
  • Conduct Market Assessment and Analysis, coordinate cash voucher distribution to potential beneficiaries and work closely with Livelihood team
  • Coordinate and create the professional communication channel with local stakeholders and partners on ground implementation level
  • Support piloting a Rapid/Emergency Response Mechanisms (ERM) with CSOs for immediate provision of relief.
  • Assist Emergency Coordinator in managing and monitoring the budgets according to DRC Financial procedures and donor requirements.

Project Management

  • Support the Emergency coordinator for selected projects/activities, ensuring strong project cycle management that meets minimum standards
  • Provide detailed workplans for all projects/activities
  • Coordinate and collaborate with the MEAL team for PDM process and distribution formats design
  • Create and promote complaint response mechanism with MEAL team in emergency response cycle
  • Ensure quality control and site monitoring to ensure that services provided are according to standards
  • Set up emergency response and partner activities progress database
  • Continuously update project documentation and files

External coordination and representation

  • Support the Emergency coordinator to share relevant project information with stakeholders and Kachin Emergency Response mechanisms
  • Support the Emergency coordinator to consult and collaborate internal sectors’ focal points for training, meeting or other relevant program activities.
  • Participate in relevant coordination meetings and working groups, as required for programme needs, and as requested by the line supervisor
  • Work closely with other DRC sectors to ensure a holistic approach, especially ensure a close collaboration with protection to facilitate protection mainstreaming and referrals between Livelihoods and Protection teams

Experience and technical competencies:

  • At least 2 years of experience with international humanitarian programmes, ideally in protracted displacement situations.
  • At least 1 year of experience with implementing Emergency Response /DRR/CCCM activities on-the-ground in Kachin displacement contexts.
  • Relevant experience working in collaboration and coordination with partners and civil society/community-based organizations.
  • Demonstrated ability to conduct trainings and capacity building activities on Emergency Response and human rights related topics, including coaching and mentoring of national civil society actors/staff.
  • Enrich experience in participatory approaches and facilitation skills, appropriate interpersonal communication and writing skills.
  • Experience in conducting consultation processes with civil society and national NGOs is an asset.
  • Degree and/or Master's degree in relevant area
  • Experience in participatory tools and practices.
  • Good command of English and Myanmar. High understanding of the any of local languages will be highly considered an asset.

We Offer:

  • Starting date of employment: As soon as possible.
  • Contract length: Until the end of April 2023, including a probation period of 3 months. Renewables depend on both funding and performance.
