Following the political declaration adopted at the occasion of the United Nations’ 75th anniversary in September 2020, the Secretary-General in September 2021 released his report Our Common Agenda PDF. The Common Agenda proposes a Global Digital Compact (GDC) to be agreed at the Summit of the Future in September 2024 through a technology track involving all stakeholders: governments, the United Nations system, the private sector (including tech companies), civil society, grass-roots organizations, academia, and individuals, including youth.

The GDC will be the highest-level-capturing of political will so far, in terms of a comprehensive view of the digital world. It will touch upon the challenges and the risks that digital technologies may pose to human rights, fundamental freedoms, and human agency.

How can you make a difference? 

UNICEF seeks a consultant who excels in youth consultation and stakeholder engagement to support the facilitation and coordination of UNICEF’s submission to the Compact The consultant will be responsible for bringing together a range of voices to identify and refine the key contributions UNICEF will submit to the GDC. These contributions will express the values and intentions of UNCIEF on behalf of children and youth globally on a joint vision for a free, open and inclusive digital future.

The purpose of this consultancy is to coordinate three initiatives critical to UNICEF’s submission to the Global Digital Compact.

  1. Raising Child/Youth voices – Working with internal and external stakeholders, the consultant will coordinate an ongoing youth engagement to gather the voices of children and youth and capture what they identify as critical to inclusion in the GDC.
  2. Collaborative contributions – Working across the divisions of UNICEF as an organisation, the consultant will facilitate and compile a joint submission to the GDC.
  3. Moment making – To increase the traction of UNICEF’s submission, the consultant will be responsible for coordinating an event that brings together influential voices to advocate for the contributions UNICEF believes are critical to ensure inclusion of children and youth in the Compact and the future of the digital world.

To qualify as an advocate for every child you will have… 

The assignment is expected to be carried out with a proposed timeline below with a total of 100 working days between two people over four months with potential field travel.

  • An advanced university degree in a relevant field with 5 years of professional experience or 7 years of professional experience instead of an Advanced Degree in any of the following relevant fields:  social science, technology, international development, business administration, or other related fields. 
  • A minimum of 5 years of relevant professional experience in stakeholder engagement
  • Experience conducting engagements with children and youth on specific topics
  • Experience facilitating stakeholders to identify and integrate diverse needs and find a shared voice
  • An understanding of innovation and digital technology, particularly with a tendency to future facing ideas and concepts.
  • A demonstrated understanding of the challenges, barriers and pitfalls of digital inclusion and participation.
  • A track record of self-directed and initiative driven delivery of results.
  • Experience in working (and innovating) with and for children in low resource contexts
  • An understanding of UNICEF programmes, policies, and principles 
  • Proven capacity to work with collaborative teams across different locations and with different technical skills
  • Experience in knowledge sharing, capacity building, or training for innovation is desirable
  • Excellent written and oral communication skills in English required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.

Payment details and further considerations

  • Monthly payment, based on monthly tasks and progress reports, approved upon monthly review with supervisor.
  • Consultant is responsible for his/her own health and travel insurance
  • Consultant is eligible for standard DSA for all work-related travel

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
