Background

The Human Resource Division is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration, organizational and design and learning/career development, for the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs and for providing advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy and plans of actions.

Under the supervision of the Human Resources Specialist, the HR Associate is responsible for administering and implementing HR strategies and policies in relation to recruitment and selection for staff and affiliate personnel, support to HR operations and relevant data management.

Duties and Responsibilities

Provide administrative and implementation support of HR strategies, policies, systems, processes and procedures:

  • Ensure full compliance of records and reports with UN and UN Women Rules and Regulations, and HR policies and guidelines; ensure effective implementation of internal control framework; ensure proper functioning of HR management system;
  • Provide advice and information to the management and workforce on HR strategies, rules and regulations in relation to recruitment and selection, including strategic use of contract modalities, application of entitlements and change management processes;
  • Identify ways in which the administrative needs can be met within existing policies; interpret processes and procedures, anticipate and manage operational requirements, as necessary.
  • Support the implementation and rollout of new ERP system.

Support the administration and implementation of HR strategies and policies related to benefits and entitlements for staff and/or other contract modalities:

  • Ensure full compliance of records and reports with UN Women rules, regulations and HR policies and guidelines;
  • Provide information to the management and personnel on benefits and entitlements strategies, rules and regulations;
  • Conduct research on a range of HR related issues (precedents, policy rulings and procedures) and assist in preparation of notes/reports;
  • Prepare written response to queries concerning HR benefits and entitlements related matters;
  • Oversee and monitor consistent interpretation and application of UN Rules and Regulations.

Maintain and review HR Data:

  • Compile, analyze and report on data on workforce and other HR related reporting;
  • Provide organizational support to HR initiatives, including long- and short-term planning by consolidating data and preparing reports;
  • Consolidate monthly and quarterly reports from headquarters and all regional offices on HR data; Request and manage the compilation of data provided by field offices;
  • Gather and provide data to support monitoring of adequate implementation of HR policies, practices and procedures;
  • Support monitoring of HR Team operations, including budget management.

Facilitate knowledge building and knowledge sharing globally on HR initiatives:

  • Organize information sessions, as necessary, with personnel and management;
  • Provide a synthesis of lessons learnt and best practices;
  • Liaise with HR focal points in Regional Offices and Country Offices to disseminate information on HR matters;
  • Liaise closely with outsourced service providers/external partners, as necessary.

Perform any other duties assigned by supervisor from time to time.

Required Skills and Experience

Education and certification:

  • Completion of secondary education is required;
  • Bachelor’s degree in HR, Business or Public Administration is an asset;
  • Candidates who do not have a university degree or an accredited certification in the field of human resources will be required to complete the Global General Service Test (GGST) or UN Administrative Support Assessment Test (ASAT) – formerly known as the UN Clerical Test.

Experience:

  • Minimum of 7 years of relevant experience in HR management and administrative services at national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web based management system;
  • Experience in online ERP systems is required;
  • Experience in data and budget management is required;
  • Experience within the United Nations system is required.

Languages:

  • Fluency in English is required;
  • Knowledge of one of the other UN official working languages is an asset.
