Unit Description:

Within UNDP India, the HR unit at Country Office (CO) administers and implements HR strategies in India CO in full compliance with the UN/UNDP HR policies and guidelines.

The HR Assistant promotes a client-oriented and consistent with rules and regulations approach in the Unit. The HR Assistant works in close collaboration with the operations, programme and projects’ staff in the CO and Global Shared Services Centre (GSSC) staff to exchange information and ensure consistent service delivery. 

Job Purpose and Scope of Work: 

Main Purpose:

Under the guidance and supervision of the Head of HR/HR Analyst and direct supervision of HR Associate, the HR Assistant provides HR services ensuring high quality, accuracy and consistency of work. The HR Assistant promotes a client-oriented and consistent with rules and regulations approach in the Unit.
     
The HR Assistant works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP HQs staff to exchange information and ensure consistent service delivery. 

The key results have an impact on the execution of the CO HR services in terms of quality and accuracy of work and effective and efficient HR management. 

Summary of Key Functions: 
•    Implementation of HR strategy

•    Support in knowledge building and knowledge sharing  

Duties and Responsibilities:

I.    Ensures implementation of HR strategies focusing on achievement of the following results:

•    Full compliance of HR processes and records with UN/UNDP rules, regulations, policies and strategies. 
•    Input to the CO business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with direct supervisor and Head of HR.

II.    Implements HR services for UNDP and for UNDP administered agencies focusing on achievement of the following results:

•    Support the Hiring Units team in recruitment and selection process for Fixed-Term Appointment, Personnel Services Agreement, Interns and ensure transparent and competitive recruitment selection and placement.
•    Assists with all stages of recruitment processes including job advertisement, screening of candidate applications, preparing relevant documentation required for written test/interviews, conducting reference checks, following up on academic qualifications, and liaising with HR Clustering Team for offer issuance, medical clearance and hiring process.
•    Creation/update of positions in HR software, association of positions to chart fields (COAs), update of COA information etc. 
•    Provide support and guidance to Hiring Units in the area of Recruitment and Selection and ensure compliance related to recruitment.
•    Proactively liaise with GSSC on position classification requests, vacancy announcements, selection process, issuance of offer, medical clearance and hiring process. 
•    Proactively coordinating with the candidates on reference checks as needed and guiding them on hiring process etc. to ensure timely hiring.
•    Engage in Onboarding of personnel and orientation of new staff on regular basis including ensuring and collating information of new joiners for their introduction to all staff.
•    Support the supervisor with Off-boarding process i.e. separation and Exit clearance process as required
•    Maintain accurate MIS and HR records and ensure regular and timely updation of Recruitment trackers. 
•    Support the HR team for collecting and compiling information for Audits.
•    When required support in seeking inputs for preparation and timely submission of monthly payroll inputs to HR GSSU.
•    Provision of information for cost-recovery bills for HR services provided by UNDP to other Agencies.

III.    Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results: 

•    Participation in training for the operations/programme/projects staff on HR issues. 
•    Drafts and/or processes a variety of correspondence and other communications.
•    Synthesis of lessons learnt and best practices in HR.
•    Sound contribution to knowledge networks and communities of practice. 
•    Maintain a robust filing system for HR records and documents.

Required Skills and Experience: 

Minimum Education requirements:

•    Minimum Secondary education or 
•    University Degree in Business or Public Administration or related university degree along with HR  specialization will be given due consideration. 

Minimum years of relevant work experience:

•    5 years with Secondary education OR 2 years post Bachelors 
of relevant HR and or administrative experience is required at the national or international level.
•    Relevant experience to be able to support an effective process for recruiting, training and orienting new hires.
•    Experience in preparing standard corporate documents like narrative reports, proposals etc. 
•    Well-versed in handling data. Desirable if she/he is aware of data analysis softwares like Excel and/or experience in data analytics.
•    The job requires the person to be highly energetic and motivated and to have proven work experience in knowledge of HR business process (i) strong presentation skills (iii) strong oral and written communication skills in English language (iv) ability to analyse staff data (iv) excellent team working and collaboration skills. (v) excellent facilitation skills.

Required skills: 
•    Sound command of personal computers and corporate office software packages (MS Word, Excel, ERP, etc.); 
•    Should have the ability to get along with diverse personalities across diverse cultures; be tactful, mature, and flexible with strong interpersonal skills. 
•    Should be able to manage confidential information effectively.

Required Language(s):

•    Fluency in English is essential – both oral and written. Working knowledge of Hindi is required.
 

Remuneration starting at INR 7,10,977/-(Annual) / INR 59,248/-(Monthly) as per the scale depending on qualifications and experience. The remuneration is excluding 8.33% pension amount paid over and above the salary.
