The Libya INGO Forum (LIF) is an independent network of 30 INGOs working on humanitarian, development, and peacebuilding initiatives in Libya. The platform brings INGO leadership together to ensure a coordinated and collective approach to issues of common interest, by ensuring coordination, information sharing, and collective advocacy.
Safe and unimpeded needs-based humanitarian access in Libya remains a major challenge for many INGOs in Libya, due to a confluence of factors that include the continued political stalemate, absence of a single, cohesive government, an increasingly unstable and constantly shifting political environment that has all led to cumbersome bureaucratic procedures, difficulties obtaining visas, challenges obtaining security clearances, and insufficient administrative capacity. These barriers stem from a broad lack of trust of INGOs by authorities, that has seen increased suspicion and scrutiny, and a shrinkage of the operating space.
The proposed work is part of on-going efforts by the LIF to improve visibility, trust-building and quality of external communication with all external stakeholders, outside of, and especially within Libya, where challenges largely stem from a lack of understanding of INGO operations and mandates.
The purpose of this project is to ensure LIF members (INGOs) can provide easily understandable and evidence-based material that demonstrates humanitarian principles, contributions in-country and nuanced understanding of challenges to national Libyan counterparts as well as stakeholders elsewhere. The aim is to compliment engagements in a way that builds relationships, improves communication, understanding and overall advocacy efforts to overcome the myriad of bureaucratic and access challenges facing INGOs in Libya.
SCOPE OF WORK & DELIVERABLES
Ensuring abidance by LIFs brand guidelines (provided by LIF Advocacy Coordinator) compile four products drawing from short data analysis summaries & key messages provided by LIF:
• One English 3W Snapshot: visualizing INGOs general operations in Libya (areas of programming, geographic locations, beneficiary reach in country, and other in-country value-adds that LIF will provide)
• One English Banking Snapshot including challenges, and how they hinder programs and operations
• One English BAI Snapshot including access challenges, and how they hinder programs and operations
• Arabic versions of all three documents list above (3W, Banking, and BAI Snapshots)
PROPOSED & APPROXIMATE TIMELINE:

PAYMENT:
• 13 days of work are anticipated with a maximum of 18 days budgeted
• 20% paid after submission of first draft
• 80% to be paid upon satisfactory completion and confirmation of receipt of products by LIF.
