Organizational Setting

The National Technical Officer (NTO) for NCDs and Risk Factors focusing on prevention and control of NCD risk factors and management of major NCDs, will work under overall guidance of WHO Representative and direct supervision of the National Professional Officers responsible for Non-communicable Diseases and NCDs health care. NTO will be based at the WHO country office Yangon. The incumbent coordinates activities in the designated area but does not have direct supervisory or managerial responsibilities.

The NTO will provide support to implementation of NCDs WHO work plan activities with special focus on prevention and control of NCD risk factors and community based integrated NCDs care under NORAD- NCDs project in line with National Health Plans, WHO Myanmar Country Cooperative Strategy (CCS 2019-2023) and Myanmar Sustainable Development Plan (2018-2030). Routine tasks are performed independently with detailed guidelines.

Major Duties and Responsibilities

  • Assist the WHO NCDs team regarding planning, implementation, monitoring and evaluation of programs mainly in the areas of NORAD supported NCDs prevention and care and NCDs behavioral risk factors such as tobacco and alcohol, unhealthy diet and physical activity.
  • Review key literature including national policies and strategies and other relevant documents and evidence and support developing and reviewing policy documents and legislations on NCD risk factors such as tobacco, alcohol, unhealthy diet and physical inactivity control.
  • Identify global best practices in close collaboration with three level WHO team and provide support to develop or adopt advocacy and capacity building tools on NCD risk factors control.
  • Disseminate WHO recommendations and guidelines, and facilitate adopting them to country context, including assistance in translation of documents from Myanmar to English or from English to Myanmar.
  • Assist in communicating and working with stakeholders related to NCDs’ risk factors, across ministries and with civil society organizations to achieve targets and objectives.
  • Support the organization of NORAD supported NCDs project-related meetings, trainings and workshops.
  • Compile and analyze documents and prepare regular reports to share with relevant stakeholders.
  • Monitor implementation of NORAD-NCD project activities, provide regular updates to the NCD team and develop financial and technical reports related to the implementation of prevention and control of NCDs risk factors and
  • Maintain a database of NCD risk factor prevention and control-related studies and perform basic data analyses for presentation of key findings.
  • Assist in coordinating involvement of UN agencies to support the implementation of the NCD and risk factors prevention and control project plan and assistance from international experts, as required.
  • Provide support on any other jobs related to the project as required by the supervisors.

Work Relations and Partnerships

NTO (NCD and Risk Factors) is Liaison and focal point for different partner working for prevention and control of NCDs and risk factors within and beyond health sector. The level of liaison involves mainly receiving and providing data, answering queries, or finding solutions to general problems. Furthermore, the incumbent can provide recommendations on activities based on analyses carried out.

The National Technical Officer responsible for facilitating the implementation of activities outlined under WHO NCDs work plan.

WHO’s work with the MOH and other implementing partners on NCDs prevention and control of risk factors including tobacco and alcohol, unhealthy diet, physical in activities, and other health related projects etc. Controlling NCD risk factors in the context of broader non-communicable diseases (NCD) programme, including implementation of activities across sectors.

The functions support the multi-sectoral collaboration for NCDs and risk factors control as well as increase stakeholder support to achieve a collaborative and smooth implementation of these plans. Furthermore, they will strengthen the capacity of national stakeholders for an effective and structured response to NCDs and risk factors epidemic.

Qualifications

Educational background

Essential: University degree in health, public policy or social sciences.

Desirable: Post graduate degree in public health or related fields is desirable.

Professional experience and knowledge

Essential: At least five years of relevant experience in public health, health promotion, development and successful implementation of health-related projects or public policies and/or budget.

Desirable: Demonstrated experience in the health promotion activities at community level for prevention and care and NCDs behavioral risk factors such as tobacco and alcohol, unhealthy diet, physical activity. Ability in drafting of long-term multisectoral/inter-sectoral strategies, plans of action, and budgets and successful implementation of NCD M&E framework are desirable.
