OBJECTIVES OF THE PROGRAMME

The Division of Programme Management provides general direction in the overall management of regional technical cooperation, programme development, planning and implementation with a view of facilitating the achievement of WHO's objectives in the Western Pacific Region (WPR).

The Programme Development and Operations (PDO) unit ensures the effective application of WHO's programme development managerial processes in the formulation, implementation, monitoring, and evaluation of WHO's programme of cooperation with countries and areas in the WPR. The activities of the unit includes, but are not limited to: developing, monitoring and evaluation of strategic and programme budgets; analysis and support of country programme budget activities; use of enterprise resource and management information systems; interpretation and adaptation of policies and procedures; and overall support for the Regional Office and WHO's core presence in countries. 

DESCRIPTION OF DUTIES

Under the guidance and supervision of the Coordinator/PDO, the incumbent performs the following functions:

1. Screens and routes incoming mail, documents and reports to responsible staff in the Unit before they go to the Coordinator with full background information.

2. Takes/transcribes non-technical and technical correspondence, reports, etc. from dictation, tapes and manuscripts, and drafts correspondence on routine matters on own initiative or from brief instructions, types statements, reports, studies, including statistical tables, etc. from manuscripts using a word processing equipment. Verify that outgoing correspondence is presented in accordance with WHO and departmental styles and checking language, grammar and accuracy prior to submitting for signature and clearance.

3. In close collaboration with other support staff, create and/or maintain filing systems; continual review of filing system to ensure information is up to date and effectively and efficiently used. Assists in searching, compiling and maintaining information relevant to the programme.

4. Assists in the preparation of briefing materials for the Coordinator of the Unit.

5. Arranges appointments for supervisors, receives visitors, places and screens telephone calls with tact and discretion, responds to routine requests for information and prepares briefing folders for supervisors' duty travels.

6. Prepare travel requests of Coordinator for official WHO travel, make flight and hotel reservations, prepare travel files and deal with other related matters as requested or on own initiative.

7. Provides support in the arrangements for Unit meetings, taking minutes and following up on action points, and assists in other meetings, workshops and training courses organized by the Unit, including preparation of related documents and files.

8.Occasionally replaces the incumbents of other G.5 posts within the unit/division during their absence, as coordinated by the Administrative Assistant, particularly in the areas of programme budget development and monitoring and support in the use of the programme aspects of the Global Management System (GSM).

9. Advises technical units, WHO Representatives and Country Liaison Officers of assigned BCs on budget submission policies, approaches, style, consistency aspects, timetable to be adhered to.

10. Maintains quality control of operations performed and ensures that programme budgets of assigned BCs are timely submitted, accurate and in conformity with established requirements. Ensures that for all submissions the results-based hierarchy is logical, in line with global and regional as well as country priorities and with the strategic priorities.

11.Provides assistance to Budget Centres on programme-related transactions, including training, on the use of GSM pertaining to the programme budget development, workplan management, implementation, monitoring and assessment.

12. Provides assistance to administrative formalities relating to recruitment and extension of staff and coordinates updating of unit leave plans and Coordinator's duty travel plans.

13. Performs other duties as may be required.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of a secondary education or equivalent. University degree or additional higher education an advantage


Desirable: University degree or additional higher education an advantage.

Experience

Essential: At least five (5) years of experience in programme management and secretarial/admininstrative work, preferably in UN agency or other international organization


Desirable: Has in-depth programme management experience in an international organization; knowledgeable in excel pivot tables, power point presentation and other office applications. Relevant work experience in WHO is an advantage

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 638,273 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
