Role Overview

Lead the Applications Development Team and the IM Shared Service Centre. These are two geographically disbursed team of data engineers, developers, application specialists and business analysts who develop and support a range of standardised information management tools for use within our Medair country programs.  The role will work closely with the Global IT Digital Transformation Manager to research and develop a new data and applications architectural foundation to deliver on Medair’s global requirements. The role will also work with the IMpact Project Manager to ensure implementation of newly developed tools across all of Medair’s country programs. Collaborate with Medair IM focal points in all Medair Country Programs; managing client relationships, scoping, consulting and IM tool implementation. The team leader will have a solid understanding of Agile methodologies, and will act as a scrum master to implement tools and improvements using a continuous series of sprints.

Project Overview

The Applications Development team develops and configures the applications used by our country programs primarily for program implementation and impact and indicator measurement. The IM Shared Service Centre (IM-SSC) is responsible for supporting the projects in our country programs by creating assessments and surveys, GIS maps, reports and dashboards for country programs who do not have the skill-set to create their own.  The team is also responsible for training people in Medair’s country programs, and for support and implementation of new toolsets as they become available.

Key Activity Areas

Technical Team leadership / Line Management

  • Remotely line-manage members of the IM-SSC and the Applications Development Team by providing guidance and timely feedback, and lead by example to demonstrate professionalism and accountability.
  • Develop training and knowledge transfer plans so that members of the team can continue to grow in their roles and ensure proper coverage in case of staff absence or departure.
  • Technical lead support for Applications Dev Team and Shared Service Centre.
  • Coach team members to troubleshoot technical issues, respond to incidents and develop solutions.
  • Support and contribute to the implementation of changes. Provide vision and guidance to the IM architecture.

 

Shared Service Centre

  • Monitor work queues and allocate technical trouble-shooting resources according to Jira queue.
  • Ensure regular communication with the country IM focal points to integrate and share innovative IM developments from these countries in the overall IM service plan.
  • Work closely with the IMpact Project Manager to ensure new tools are received through the pipeline and plan to implement and maintain these solutions across country programs.
  • Organise training and assistance to IM focal points based in country programs in the most recently available technologies available for IM related requirements.  Create a Global IM Community of Practice (CoP) across all country programs, and drive a pipeline of innovative ideas into the IMpact program working group.
  • Work with the Change Management Specialist to develop training programs for data literacy to be rolled out across all Medair country programs and mainstream data protection into all IM tools.
  • Collaborate with Data Protection Officer to identify any risks and provide expertise when required.
  • Co-ordinate the implementation of new tools that are developed through the IMpact Program. Coordinate and ensure an effective IM implementation, including refining standard data collection tools and scripting routine processes; managing effective information sharing and dissemination to all relevant stakeholders.
  • Work on a partial cost-recovery structure. Set up service agreements for cost-recovery from client country programs and external clients.

 

Applications Development

  • Set up short-term Sprints with the team. Lead, train and coach the team in adoption of agile practices.
  • Work with the IMpact PM (and other PMs) to define the output deliverables from the team.
  • Assign work to team members and ensure appropriate work output from each person.

 

Information Governance

  • Create new IM change proposals and provides specialist advice on information management, including advice on the management of information-related risk. Set standards for operational, geographical and population data. Maintain and distribute standards to IM colleagues and partner NGOs.
  • Create and maintains an inventory of information assets, which are subject to relevant legislation.
  • Contribute to the development of policy, standards and procedures for compliance with relevant legislation.

 

Research and Development

  • Research applications and open source software to find optimum solutions to meet Medair’s requirements.
  • Work with the Global ITS Leadership to analyse structural requirements for new software and applications.
  • Co-ordinate with the IM Working Group to identify future needs and which tools are best to meet these needs.

Qualifications

  • Degree in Informatics, Computer Science, Information Systems or related field.
  • Knowledge or certifications of Qlik, DHIS2, ArcGIS, ODK is a strong advantage.
  • Excellent English (spoken and written). Ability to work in French desirable.

Relief & Recovery Orientation Course (ROC)

What is the ROC and why is it required?

Experience

  • 2+ years’ IT Project Management experience is desirable.
  • 3+ years’ experience in development, data engineering or business intelligence.
  • Experience in database/data warehouse management and ETL processes.
  • Experience in software development. Knowledge of software design and programming principles.
  • Experience operating in hybrid environments including in-house and outsourced operations and use of cloud-based services.
  • Experience working in the field in the Humanitarian Sector – Medair experience preferred.
  • Experience working with remote geographically disbursed teams preferred.
  • Solid understanding of software design principles and data model creation.
  • Solid experience with virtualization, operating systems, local and wide area networking, response and recovery, data protection and retention, and other information management disciplines to support a global organization.
  • Strong planning and analytical skills. Basic programming and scripting.
  • Data engineering and analysis. Demonstrated continuous improvement and project delivery skills.
