OBJECTIVES OF THE PROGRAMME
The Global HIV, Hepatitis and Sexually Transmitted Infections Programmes(HHS) hosts the WHO's Global HIV Programme, the Global Hepatitis Programme(GHP) as well as the Global Sexually Transmitted Infections (STI) Programme. The programmes are guided by the Global Health Sector Strategies on HIV, Viral Hepatitis and Sexually Transmitted Infections (GHSS) 2022-2030 that were approved by the World Health Assembly in May 2022.
The programmes have the following strategic directions:
- Deliver people-centered evidenced-based services;
- Optimise systems, sectors and partnerships for impact;
- Generate and use data to drive decisions and action;
- Engage empowered communities and civil society; and
- Foster innovations for accelerated action. The 2022-2030 GHHS's are linked to achieving the goals of the 2016-2030 Agenda for Sustainable Development (or the Sustainable Development Goals), in particular the goals of ending AIDS, tuberculosis and malaria; and achieving universal health coverage and healthy lives and well-being for all at all ages by 2030.
The objective of the HHS Department is to lead an effective, organization wide HIV, Hepatitis and STIs effort to support Member State in the implementation of the Strategies. The Department provides technical and strategic leadership in key technical areas and leverages the capacity of other HQ Departments to contribute to the broader global programmes. The Department works closely with Regional Offices to maximize WHO's impact in countries.
DESCRIPTION OF DUTIES
- Provide technical support in the updating and development of norms and standards on HIV, HCV and STI testing and self-testing services, in their dissemination, in capacity building, in country implementation and in monitoring the uptake of the norms and standards at the country level.
- Support implementation research and literature and other evidence reviews and policy analysis of new HHS-TS areas, such as recency assays and link the results with the norms and standards development.
- Develop and maintain a network of WHO technical focal points, advocate and provide technical guidance to scale up testing among men (including self-testing HIVST, HCV ST and STI ST).
- Provide technical support to the coordination of key stakeholders at country and regional level, the analysis of evidence and key information and support the dissemination that is needed relevant to the epidemiolocal settings of the regions and countries.
- Support the development of capacity building tools and adapted guidance for WHO staff at regional and country offices to enhance technical assistance, including the development and updating of testing services policies and strategies, updating testing algorithms, and operationalization of norms and standards adapted to settings and populations.
- Provide expert technical assistance to countries on HIV self-testing services policy and strategy development, standard operating procedures, and any other request related to HIV testing services.
- Developing/updating monitoring systems/tools for HHS testing services, including guidance on use of tools such as risk screening tools, conduct data verification and quality assurance, and contribute to global reports on HHS Testing Services.
- Responsible for managing the Gates testing grant on testing, including work planning, implementation, monitoring and reporting in collaboration with the programme management unit of the Department of HIV and Hepatitis.
- Any other duties as assigned by the first level supervisors.
REQUIRED QUALIFICATIONS
Education
Essential: University degree in Nursing, Medicine, Public Health, or relevant Social Science.
Desirable: Advanced studies in epidemiology would be an asset.
Experience
Essential: Five years' experience in public health of which at least three years focused on HIV testing services and prevention.
Desirable: Documented work experience in LMIC on HTS and HIVST would be an asset.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4106 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
