Position Overview

The Capacity Development Senior Advisor will support the global project Adolescents and Children HIV Incidence Reduction, Empowerment, and Virus Elimination (ACHIEVE), whose goal is to reach and sustain HIV/AIDS epidemic control for pregnant women, adolescents, children, and infants and by supporting them through targeted clinical, prevention, and mitigation interventions. The program will also provide an avenue for USAID to transition their prime awards to local partners.

As ACHIEVE’s CD Senior Technical Advisor, the incumbent will provide technical leadership and oversight to the project’s capacity development strategy for transitioning indigenous partners to direct funding by USAID, i.e. assist local partners (LP) to become successful prime recipients of USAID funds and comply with USG regulations, policies, and PEPFAR performance standards and reporting requirements.

Key Responsibilities

Capacity Development

  • Lead the development and implementation of the project’s overall CD strategy to strengthen the technical and organizational capacity of indigenous organizations toward direct funding from USAID, while maintaining performance and quality HIV prevention, care and treatment services.
  • Develop systems strengthening approaches to prepare government actors to receive G2G funds from USAID, including financial planning and management
  • Develop CD sections of project workplans for field support buy-ins to ensure alignment with the ACHIEVE Global Project technical approach and MEL Plan.
  • Contribute to the development of ACHIEVE project reports, including SAPR and APR and technical deliverables for submission to USAID at the field and/or global level.
  • Responsible for technical monitoring of CD activities through mentoring technical teams in the field, ensuring adherence to technical approaches and achievement of objectives.
  • Lead the technical and contextual adaptation of Pact’s CD tools and approaches, with an eye towards transitioning local organizations to direct donor funding, including Integrated Technical Organizational Capacity Assessment (ITOCA), Organizational Performance Index (OPI), network analysis, and institutional strengthening plans.
  • Monitor potential risks and actively engage with operations team on mitigation of risks as they arise.
  • Provide innovative solutions to granting needs, especially concerning local partners on the cusp of receiving direct PEPFAR funding for the first time and local organizations receiving PEPFAR funding that need support increasing their absorption capacity.
  • Respond to the needs of local partners managing FAAs
  • Introduce/facilitate network analysis and network strengthening activities to identify barriers and opportunities for advancing HIV/AIDS epidemic control for pregnant women, children and adolescents.
  • Support the development and realization of local organizations’ resource mobilization and sustainability strategies.

General

  • Manage ACHIEVE’s support for assigned countries
  • Frequent, and sometimes extended, travel to countries within the country portfolio is necessary for program officers to perform successfully. When travel is safe and permitted considering the COVID-19 pandemic.
  • Other duties as assigned.

Basic Requirements

  • Master's degree with nine (9) years work experience or bachelor's degree with at least eleven (11+) years work experience
  • At least 5 years’ experience providing capacity development technical support and/or grants management to large complex, donor-funded projects in developing or transitional countries.
  • Excellent grasp of participatory CD methodologies. Excellent facilitation and training skills in a variety of health and organizational development topics.
  • Ability to develop and maintain strong relationships with governments and civil society partners.
  • Demonstrated experience developing organizational capacity in financial and grant management, human resources, USG compliance, and related topics.
  • Experience with USG subawardee management

Preferred Qualifications

  • At least two years living and working in a developing country
  • Specific experience managing USAID and PEPFAR funded programs is preferred.
  • Professional working proficiency in French language
