The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. This position is located in the Special Services Section of the Security and Safety Service (SSS) of the United Nations Headquarters (UNHQ) in New York. The Security and Safety Service New York, Department of Safety and Security, is responsible for providing a safe and secure environment through which staff, delegates and visiting dignitaries can conduct the business of the United Nations. The Assistant Chief of Special Services reports to the Deputy Chief of Security and Safety Service.

Within delegated authority, the Assistant Chief of Special Services is responsible for the following duties:
• Reviews and monitors activities related to preparation of security plans for the UNHQ, including all aspects related to development, elaboration and updating of the plan and, as appropriate, its implementation.
• Advises the Chief and Deputy Chief of Service with regard to all security-related matters and participates in the development of policies and procedures for security operations, managing the day to day operations and contributing inputs related to specialized security areas such as dignitary protection, canine operations, accreditation and badging, locksmith services, security operations center, electronic security systems, firearms, ammunition and armoury related services and safety, HAZMAT and fire safety.
• Establishes lines of communication with security focal points and all other departments and agencies involved in event planning at the UNHQ to ensure most effective and efficient security coordination.
• Serves as member of event security coordination teams, contributing to planning, implementation, evaluation of effectiveness of security plans and other aspects of security operations.
• Maintains continuous awareness of prevailing local security conditions, identifying probable threats and advising UN staff, project personnel and dependants to follow appropriate preventative steps.
• Establishes contingency and evacuation plans and capabilities to be used in emergencies, ensuring availability of equipment and training and awareness of staff.
• Monitors and evaluates office physical security measures, such as barriers, issuance of identity cards, background checks, and entry controls, as appropriate, for normal or emergency conditions.
• Develops goals, objectives and plans for the effective implementation of physical security projects, including concepts and technical standards of physical security equipment, in coordination with relevant counterparts in the areas of facilities management, information and communications technology, procurement, etc.
• Evaluates effectiveness of prevailing safety and fire safety measures in effect in assigned areas of responsibility, including fire prevention devices, fire-fighting equipment, and evacuation plans.
• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting
• Establishes and maintains dialogue with local authorities, Member State security details and other international institutions for coordination of security efforts in special events, emergencies and natural disasters.
• Ensures availability of emergency communications by making periodic checks to determine if systems are functioning properly. Arranges for necessary repairs or adjustments.
• Establishes procedures for and supervises investigations and reporting of accidents involving UN vehicles and investigation of security-related incidents involving UN staff members, project personnel or eligible dependants.
• Assumes responsibility for management of security officers, as assigned.
• Arranges protection detail for senior personnel or visiting VIP’s as necessary.
• Ensures that all units under his/her command are properly and effectively supervised, equipped, staffed and trained to maintain operational readiness.
• Performs other duties as required.
• Professionalism: Knowledge of security management combined with solid background of military or other security specialization and some political and social knowledge of country of assignment. Ability to deal effectively with stress factor when encountered in security management. Ability to apply technical skills to understand and consolidate the varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management. Ability to analyze and interpret data in support of decision-making. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Advanced university degree (Master’s degree or equivalent) in business or public administration, political/social science, psychology, or international relations, with focus on security management or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in security management, police or military. Of these, a minimum of three years of experience in the management and operation of electronic physical security systems such as automated access control, video surveillance, intrusion detection systems is required.
Experience in managing large scale security units is required.
Experience in safety, fire safety and HazMat is desirable.
Experience in the management of security for large events and conferences is desirable.
Experience working with security and safety services within the United Nations System or other similar international organization is desirable.
Experience in data analytics or related area is desirable.
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.Assessment
