Background:

 

Founded in 2002, by President William J. Clinton and Ira C. Magaziner, the Clinton Health Access Initiative, Inc. (“CHAI”) is a global health organization committed to saving lives, reducing the burden of disease, and strengthening integrated health systems in the developing world. CHAI works with governments in over 35 countries to prevent and treat HIV/AIDs, malaria, tuberculosis, hepatitis, and cancer; accelerate the rollout of lifesaving vaccines; reduce maternal, infant and child mortality; combat chronic malnutrition; and strengthen health systems. We work on large, ambitious projects; we work to make healthcare delivery more efficient; and we work with governments so change can be sustained without our support.

 

Technology can play a key role in achieving these objectives. CHAI staff embedded within Ministries of Health (MOHs) work with Digital Health Units, Departments of Information Systems, and individual disease programs to apply technology effectively to catalyze government public health goals. This includes the design and development of fit-for-purpose and scalable digital products, scaling and institutionalizing technologies, and creating an enabling digital ecosystem within and outside of the MOH. CHAI’s goal is to ensure strong and capable MOH programs that have the knowledge, systems, and organizational abilities to efficiently achieve their goals.

 

Overview of Role: 


CHAI is seeking a driven and highly motivated individual to drive digital transformation work across countries, with a focus on Cambodia, Mozambique, and Panama. This Technical Advisor will work closely with internal teams and external partners to provide technical leadership and help governments to ensure the appropriate capacity, systems, and governance required to maintain and sustain digital systems is in place. The individual will provide strategic input and operationalize thoughtful digital health strategies, budgets, and policies; lead and support training sessions related to the management, maintenance, and governance of technology solutions; and support the procurement and management of digital infrastructure in countries. 

 

A successful candidate will need to possess very strong communication, organizational, and project management skills. Responsibilities

Across countries and projects, the Technical Advisor will have the following responsibilities:


Scoping and Strategic Leadership (30%)

  • Lead scoping activities on digital transformation for public health. Work closely with CHAI teams, governments, and external organizations to identify and document challenges, use cases, and existing efforts around digital health strategies, foundational systems and applications, standards and policies, infrastructure, and workforce strengthening
  • Refine, document, and guide CHAI’s approach to working with governments on digital transformation
  • Support the development of country-specific government strategies, roadmaps, and costed workplans for digital health. Work with CHAI teams and governments to cost strategies, identify and prioritize resource gaps, and develop new funding proposals with and for national governments
  • Develop resources, guidelines, and other material to guide and share lessons across teams. Document lessons learned for CHAI-wide and global sharing

 

Digital Health Staffing and Training (20%)

  • Work with CHAI teams and governments to determine digital health staffing needs for countries to operationalize digital health strategies and planned activities. Advise on team structure and size, skills and competencies, and management requirements
  • Help train and strengthen capacity for digital health governance and management, the administration and maintenance of IT systems, as well as project and vendor management. Develop and help refine training material, SOPs, and guidance

Implementation and maintenance of digital solutions (30%)

  • Scope and advise on systems and processes for device management, user support, geo-registries, and other foundational systems for health programs
  • Elaborate and document coherent, context-appropriate, and technology-appropriate requirements in partnership with government programs, end users and CHAI staff, co-designing solutions with users where applicable
  • Collaborate with regional and country CHAI teams in technical set up and configuration, user testing, training, supervision, monitoring, issue escalation, and transition of systems
  • Work across CHAI teams to develop operational plans and strategies to ensure systems are used across MOH programs and integrated with wider information systems in country as needed

Infrastructure and Standards (20%)

  • Identify infrastructure, standards and interoperability, and policy components required for the development and operation of strong digital health environments in-country
  • Drive the appropriate selection, procurement, and installation of infrastructure including servers/data centers, end user devices (smartphones, tablets, laptops), and network and connectivity infrastructure, working in collaboration with technical experts and global guidance
  • Establish strong governance and SOPs for the management and upkeep of infrastructure
  • Work with technical experts to guide development of appropriate interoperability standards, security and privacy standards, cybersecurity requirements, and data ownership/sharing policies across countries. Develop templates and guidance for CHAI teams to support governments in this work
Qualifications
  • Bachelor’s degree in information systems, business, health sciences, public policy, or related field
  • At least six years’ working experience with increasing levels of responsibility and leadership in management consulting, business analysis, project management, or in a similar role requiring strong analytical, planning, and communication skills with a technology focus
  • Experience providing clear guidance and recommendations to non-technical stakeholders on context-appropriate technology solutions, processes, and operational considerations; ability to communicate technical concepts to non-technical stakeholders
  • Familiarity with standards for interoperability, data privacy and security, and cybersecurity; comfort with digital transformation frameworks and approaches
  • Exceptional written and oral communication skills; ability and experience communicating effectively with people of varied professional and cultural backgrounds
  • Experience living or working in resource-limited contexts
  • Demonstrated excellent analytical, strategic, and problem solving skills
  • Ability to work well both independently and as part of a multidisciplinary team
  • Strong work ethic, integrity, credibility, and dedication to CHAI’s mission
  • High levels of proficiency in Microsoft PowerPoint, Excel, and Word
  • Ability and willingness to travel approximately 30-40% 

Advantages:

  • Master’s degree in information systems, business, public policy, or related field
  • Experience working and communicating with government officials, multilateral organizations, or development donors
  • Knowledge of common health information management systems and digital global goods (e.g., DHIS2, OpenLMIS, OpenSRP, CommCare)
  • Experience implementing technology-based solutions with users including user research, field testing, and training
  • Experience in defining and measuring performance of digital products
  • Experience working remotely with a decentralized/remote team
  • Experience or knowledge of health finance, public finance, or finance for development
