The position is located in the Social Security Development Branch (SSD) of the International Social Security Association (ISSA). The ISSA is the world's leading international organization for social security institutions and related government departments. Founded in 1927 under the auspices of the International Labour Organization, the ISSA counts over 320 member organizations from over 160 countries. 


Under the direction of the Director of the SSD branch, which is the unit responsible for all technical activities and the related knowledge base necessary to reach ISSA’s objectives, the incumbent is responsible for managing projects and activities related to the financing and financial sustainability of social security systems from a cross-branch perspective, and in particular related to actuarial work. The objective of these projects and activities are to support ISSA member institutions in implementing, adapting and improving social security programs through effective practices and sound governance and strategies.  


This includes the review and on-going improvement of the ISSA/ILO Guidelines on Actuarial Work for Social Security and related knowledge production and delivery activities. The incumbent monitors the salient emerging trends and identify of good practices and innovation to meet key social security challenges. The incumbent coordinates the activities of Technical Commission on Statistical, Actuarial and Financial Studies ensuring that the TC is dynamic and contributes to the priorities established in the Program and Budget every triennium. The incumbent develop and nurture productive relationship with the International Labour Organisation (ILO), the International Actuaries Association (IAA) and other relevant organisations in the technical fields.  


The incumbent reports directly to the Director of the SSD branch.  

Description of Duties

  • Develop and manage projects on social security, particularly in the cross-cutting topic of financing mechanisms and financial sustainability of social security systems, and their connection with the actuarial work. The overall goal is to support member institutions in building capacity and strengthening the coverage, quality, financing, effectiveness and efficiency of their systems.
  • Strengthen the relevance of the ISSA’s knowledge and services for member institutions in the Actuarial area by providing input to the preparation and revision of ISSA Guidelines, ISSA publications and contribute to related products and services, such as managing workshops and supporting training activities.
  • Coordinate the activities of the ISSA Technical Commission on Statistical, Actuarial and Financial Studies as well as related issues involving other Technical Commissions, which mainly consist of guidelines knowledge development, contents for ISSA publications and events. Establish and implement Technical Commission work plans for these activities in line with the ISSA Programme and Budget, taking into account the needs of the members, the ISSA project management framework and subject to the availability of funds and approval of the Director.
  • Provide advice on technical and strategic aspects of the development of social security systems considering approaches for closing financing gaps and applying actuarial practices in view of addressing global challenges and identifying opportunities for innovation.
  • Prepare technical programmes of ISSA conferences, seminars, workshops, particularly the ISSA International Conference of Social Security Actuaries, Statisticians and Investment Specialists, to ensure high quality, relevance and value-added engagement with members.
  • Contribute to the ISSA partnership strategy through the development of relations with international organizations related to the applicable technical areas, notably the IAA and the ILO. In particular, contributes to the development of the ILO-ISSA Actuarial Services Platform and the services provided.
  • Contribute to the ISSA member engagement and recruitment strategies focusing on Actuarial--related social security organizations. This is achieved by building and maintaining a dynamic community of practice.
  • Perform other duties as required by the Secretary General or the Director of SSD.

Required qualifications


Advanced university degree in a relevant field. Member in good standing of a recognised professional corporation of actuaries would be considered an asset.


At least eight years of relevant experience at the national level in Actuarial functions in the social security area, or five years at the international level on projects related to financing mechanisms and financial sustainability of social security systems.


Excellent command of English. Knowledge of a second official language of the ISSA (French, German, or Spanish) would be an advantage. 


  • Excellent knowledge of trends, challenges and approaches for actuarial work. Excellent knowledge of social security systems as a whole and of the interconnection between its various branches.
  • Good knowledge of the broad range of technical areas dealt by the ISSA in general and SSD specifically.
  • Practical knowledge of the relevance of actuarial practices in the development and implementation of social security schemes in a wide variety of context.
  • Problem solving skills and initiative.
  • The ability to synthesize research and reach empirically based conclusions based on related members’ needs and use of the guidelines; ability to provide expert advice;
  • Excellent writing, communication and presentation skills.
  • Demonstrated ability to manage projects effectively, monitor work programme and resources.
  • Demonstrated ability to work in a team.
  • Demonstrated ability to apply an interdisciplinary approach to social security issues.
  • Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered.
