The Caribbean Development Bank (CDB) is seeking to recruit a national from its member countries to fill the position of Coordinator, Digital Development in the Projects Department. The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.
THE ROLE
Reporting to the Director of Projects, the Coordinator, Digital Development will be responsible for the design, preparation and supervision of digital development operations including investment and policy reform operations Borrowing Member Countries (BMCs). The objectives of these operations would be to advance digital transformation, including the foundational elements of infrastructure, innovation hubs, education and training and digital platforms for government services, education, health and financial services.
KEY RESPONSIBILITIES
The Coordinator, Digital Development will be required to:
1. Design, prepare and supervise digital development operations including investment and policy reform operations Borrowing Member Countries (BMCs).
2. Advise clients on strategies, best practices and design of programs.
3. Lead technical assistance activities and provide ad hoc technical and strategic expertise on the design of the overall policy, legal, regulatory and institutional framework for the wider digital transformation as well as IT functions and digital services delivery, change management and capabilities within BMCs.
4. Lead policy dialogue on digital economy / digital transformation with senior officials in BMCs, regional institutions and development partner agencies.
5. Perform economic and financial analyses (market models, business models, banking cases, etc.) to inform decisions on project designs in support of digital transformation.
6. Represent the Caribbean Development Bank (CDB) at digital development related fora and events and act in the capacity of liaison in the above areas with key external partners.
7. Prepare technical notes and briefings on policy and regulation in the digital economy sector.
8. Lead the preparation and dissemination of one or more special research or technical knowledge products in the theme of digitalization or any sub-theme.
9. Mentor analysts and more junior staff in the Department.
QUALIFICATIONS AND COMPETENCIES
Ideal candidates for this role must have:
· Master's degree in telecommunications, engineering, computer science, law, economics, public policy or related field.
Five (5) or more years of experience in information and communications technology (ICT); digital economy policy and regulation or digital project design and implementation.
· Strong understanding of the ecosystem of inter-related policies, strategies, institutions, laws and regulations in support of the design and implementation of digital development projects.
Multilateral Development Bank exposure would be considered an asset.

The Coordinator, Digital Development must demonstrate:
· Ability to engage and build strong networks with the range of international organisations, thinktanks, academic institutions and private organizations in order to bring value to the BMCs.
· Excellent conceptual and analytical skills, including ability to think strategically and innovatively about the role of digital technologies for socio-economic development and for transformation in other sectors of the economy.
· Strong technical and operational skills as evidenced in a proven track record in operations development in institutions/organizations similar to the CDB.
· Firm understanding of digital technology and digitally enabled business model trends relevant to socio-economic development in the Caribbean context and enthusiasm to stay abreast of new innovations.
· Excellent written communication skills in English (written and verbal).
· Strong drive for results including strong business judgment and analytical decision making, analyzing facts and data to support sound business decisions.
Ability to function effectively as a team member of multi-disciplinary teams and resolve conflicts constructively.
