Project management:

Under the overall guidance of the Head, Human Resources Services and day to day supervision and coordination of the Acting Senior HR Officer and Chair of the Staff Association, the Consultant will undertake the following tasks and provide the necessary agreed deliverables.


OBJECTIVES AND OUTPUTS

Objectives

Seeking input from Administration and the IMO staff Association, the consultant will

1. Carry out an in-depth analysis of the end-to-end recruitment and selection processes, policies, procedures and tool for the four main categories of recruitment namely: staff, project staff, temporary employees and consultants with the aim of increased efficiency, standardization, harmonization with staff regulations and staff rules, UN standards, ICSC guidelines.

2. Conduct a holistic review of the performance management process and develop suitable recommendations to enhance the process and tool.

Outputs

.1 Analyse the current processes and make recommendations to enhance/improve efficiency of staff recruitment and selection processes, tool, policies and procedures taking into account the IMO Recruitment policy, Staff Regulations and Staff Rules, ICSC and UN standards and guidelines.

.2 Develop a proposal for assessments of candidates across all levels, including remote solutions to ensure standardization and improved efficiency including identification of potential providers/partners

.3 Develop an organizational strategy including for outreach for wider geographical diversity and gender representation, considering the specific nature and context of work of the Organization and best practice in the UN system.

.4 Review existing processes, policies and procedures of the recruitment of project staff, temporary employees, and consultants and The Consultant shall take into account IMO’s requirements, UK job market and best practice in the UN system, make recommendations for enhancements and propose options for strategic partnerships.
 
.5 Develop proposal for onboarding and induction of new staff members and recommendations for linkage of the e-recruitment tool to the Entitlements and Information Management processes.

.6 Develop a suitable performance recognition mechanism for IMO following reviews of existing proposals, practises within the UN and seeking feedback from Administration and the IMO Staff Association.

.7 Analyse and conduct a thorough review of the performance management process at IMO, develop proposals and recommendations to holistically enhance the appraisal process, schedule of appraisals, forms, dealing with exceptional and under performance and the tool.
