What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

The purpose

 

The Head of Support supervises all internal support functions of the delegation, encompassing financial and human resources, Logistics, ICT, Information Management (IM) and administrative office management.

Your role

 

  • Supervise and support the work of the: 
    • Finance & Administration manager
    • HR manager 
    • Logistic manager 
    • ICT coordinator & local ICT team.
  • Act as an ultimate signatory of all (internal) budgetary, as well as (external) financial and regulatory commitments (towards authoritie,s, suppliers, and implementing partners alike).
  • Approve the financial regulation of the delegation
  • Act as employer representative for all staff members (both under resident & mobile contracts)
  • Approve the HR Framework in the delegation
  • Ensure the delegation’s strategy is aligned with the ICRC’s global HR strategies
  • Approve the logistics policy of the delegation in accordance with the operational priorities and in close cooperation with the delegation's management
  • Follow up with the Head of the ICT region on the implementation of the strategy and impact on resources
  • Act as liaison between the Head of Delegation / Head of Operations and their direct reports around all safety & security aspects related to the functioning of the departments under supervision.
  • Coordinate delegation efforts on the prevention of misconduct and promotion of a culture of integrity based on the internal Code of Conduct. 
  • Follow with the Regional IM (IMA) the implementation and compliance of IM rules, procedures, and tools.
     

Your profile: Education and experience

 

  • University Degree in Business Administration or equivalent
  • Fluent knowledge of English (Minimum level C1 written and spoken) and working proficiency of French (Minimum level B2 written and spoken)
  • Any other ICRC’s language would be an asset, Arabic, Spanish, Russian, Portuguese
  • Minimum 10 years of overall professional experience
  • Strong managerial experience of a large multidisciplinary team is a must 
  • International field experience within humanitarian/non-profit environment is an asset
  • Comprehensive knowledge of and exposure to finance and risk management, plus at least one of the other three functions under the supervision
  • Very good knowledge of institutional mandates, policies, and procedures
     

Our operational & field constraints

 

  • In line with the principle of neutrality, the ICRC does not assign international personnel to a country of which they are nationals.

You must: 

  • Be in good health and will be subjected to a medical check-up prior to departure in the field.
  • Possess an international driving license (for manual transmission vehicles).
  • Be prepared to accept unaccompanied postings (i.e., no spouse, partner, children, or dependents) for between 6 to 24 months of employment with ICRC without the guarantee that a family posting mission will be offered after
