Result of Service

As a result of this consultancy, the Secretariat will have:
• a fully developed concept for a sustainable funding mechanism for the Sahelo-Saharan Megafauna Concerted Action;
• a fully developed proposal for the conservation of Forest Elephants ready for submission to a specific, appropriate, donor or donors including the GEF; and
• up to four fully-fledged proposals addressing CMS key priority workstreams with a view to particularly targeting GEF-8 funding.

Duties and Responsibilities

Sahelo-Saharan Megafauna Concerted Action

1. Assess the financial needs for the implementation of the Roadmap at the regional, national and local levels as appropriate;
2. Review the funds available internationally and nationally and their sources (including from bi-lateral and multi-lateral donors, including governments, regional economic commissions multi-lateral agencies, development and investment banks, and public and private foundations) relevant to the areas and priorities of the Roadmap including for conservation, sustainable development, climate change etc;
3. Review existing funding mechanisms highlighting key elements as well as advantages and possible limitations;
4. On the basis of 1-3, develop recommendations on preferred option(s) for a SSM funding mechanism by 30 November 2022 for the consideration of the SMM Range States. The proposed options for a SMM funding mechanism should take into account the following elements:
- How the mechanism can be sustained (how funds can be mobilized from identified sources);
- Governance and management of the mechanism (e.g. within CMS or can it be entrusted to one or more existing international entities? If yes, to whom and how);
- Grant scope, duration and process:
¿ terms and conditions including on accessibility and implementation arrangements (e.g. by Range States only and/or in combination with trusted partners possible co-financing, limitations for Range States in arrears in paying CMS assessed contributions);
¿ application, selection, distribution of the grant, as well as monitoring and evaluation of project implementation.
5. Support consultations with Range States;
6. Finalize SMM funding mechanism based on Secretariats and Range States considerations by April 2023.

West African Elephant MOU

1. Review five previously drafted, but unfunded, CMS proposals on Forest Elephant conservation:
- Review the proposals and summarise their key themes as well as opportunities to improve or update the proposals.
2. Research donor organisations and funds that would be appropriate targets for proposals on Forest Elephant conservation:
- Compile a list of appropriate donors and funds;
- Review the requirements and funding limits of the identified funding opportunities;
- Write a short (maximum 5 pages) report on the funding opportunities and make recommendations which of the previously drafted proposals would be most appropriate for the available funding streams;
- Support the Secretariat to select one proposal for re-development and submission.
3. Write the selected proposal in a way that pairs with the criteria and requirements of the target funding sources as feasible:
- Write the first draft of the proposal and submit to the Secretariat for review;
- Recommend which governments and/or stakeholders to engage and consult;
- Integrate the comments provided by the Secretariat (which would include input from key governments and/or stakeholders approached by the Secretariat) into the draft proposal;
- Finalize the proposal in time for timely submission should there be a submission deadline and no later than 30 April 2023.

Other CMS Priorities

1. Identify, in close consultation with the Secretariat, project ideas;
2. Research funding opportunities within GEF, GCF and other sources and prepare a detailed overview including criteria, requirements, deadlines;
3. Write project proposals based on the selected ideas in a way that they pair with the criteria and requirements of the target funding sources as feasible:
- Write the first draft of the proposal and submit to the Secretariat for review;
- Recommend which governments and/or stakeholders to engage and consult;
- Integrate the Secretariat’s comments provided by the Secretariat (which would include input from key governments and/or stakeholders approached by the Secretariat) into the draft proposal;
- Finalize the proposals.

Qualifications/special skills

An advanced university degree in management, natural resource management, conservation, ecology, or a related subject university degree such as economics, finance or business is required. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.
At least 10 years of progressively responsible experience in successful funding proposal development and/or implementation.
Experience in project financing, funding management and the conceptualization and establishment of environmental or humanitarian funds.
Experience in natural resource management, conservation with a focus on Africa or Latin America.
Experience working with Multilateral Environmental Agreements or intergovernmental organizations.
Experience in developing or implementing GEF projects is desirable.

Languages

Fluency in oral and written English is essential. Working knowledge of French is desirable.
