Org. Setting and Reporting

This Associate Data Scientist post is in the Protection of Civilians Unit under the office of the SRSG at the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). The Protection of Civilians Unit reports directly to the Office of the SRSG. The Associate Data Scientist reports to the Senior Protection of Civilians Advisor or the OiC The incumbent will use analytical and statistical skills to analyze and visualize all information pertaining to the Protection of Civilians data gathered from different regions, relevant sources, and liaising with partners, for strategic guidance, enhancing operations and reporting. The Associate Data Scientist will also support efforts to ensure that protection of civilians' concerns are appropriately mainstreamed within mission components at both the national and field level.

Responsibilities

Within delegated authority, the Associate Data Scientist will be responsible for the following duties:
• Assists in the exploration, identification, and acquisition of data to determine their suitability for use in the protection of civilians’ decision-making and advancing the goals of the organization
• Acquire and clean data from primary or secondary sources and maintain databases/data systems
• Support the development and implementation of the mission-wide PoC strategy and local protection plans in the area of responsibility
• Supports the production of evidence-based integrated analysis and analytical reports, papers and products that effectively integrate peace and security, humanitarian, sustainable development, human rights and operational perspectives in support of senior-level decision-making. Identifies, analyzes, and interprets trends or patterns in information from internal and open sources that relate to MINUSMA’s operations and emerging local crises, including using machine learning techniques and statistical methods, and delivers assessments
• Implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality
• Identify, analyze, and interpret trends or patterns, using basic machine learning techniques, statistical methods to identify relevant features and variables in structured sources of information and data
• Track and report on progress regarding department specific data initiatives
• Develop reports, dashboards or other tools to effectively summarize findings and convey information to management or other stakeholders

Work implies frequent interaction with the following:
Collaborate with both uniformed and civilian pillars; Establish and maintain relationships with counterparts and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies.

Results Expected:
The Associate Data Scientist executes the data analyses required for various decision-making processes. Using a range of data tools and products, the Assistant Data Scientist processes and analyzes data to support the generation of strategic insights.

Education

Advanced university degree (Master’s degree or equivalent) in computer science, data science, analytics, statistics, information management, public administration, management or a related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of experience in applied analytics, business intelligence, information management, statistics, project management, stakeholder management or related area is required.

Experience in serving in conflict, post conflict countries or in a peacekeeping operation is required.

Experience in using data to advance decisions, strategies and execution is required.

Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau, UN SAGE ArcGis, QGis, Geospatial apps or similar) is required.

Previous experience working on protection of civilians' issues and within the Sahel region is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, Fluency in English (both oral and written) is required; knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
