Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

The International Monitoring System Division (IMS) is a technical division that applies engineering and science to develop, install, certify, maintain and sustain stations around the world as well as related analysis products. The monitoring stations are based on four different sensor technologies (seismic, hydroacoustic, infrasound and radionuclide).

This position is located in Network and Systems Support Section (NSS), International Monitoring System Division. The NSS provides all office automation, collaborations, and core infrastructure services to the rest of the Organization.

Reporting Lines

Under the supervision of the Chief, Network and Systems Support Section, to:

Duties and Responsibilities

  1. Manage IT security systems to prevent and detect threats and vulnerabilities against the infrastructure and platforms; 
  2. Deploy and optimize IT infrastructure and platforms security systems;
  3. Conduct research and develop proposals to improve the effectiveness of policies and procedures, contribute towards operational support for the development and implementation of IT infrastructure and platforms security incidents response procedures;
  4. Manage specific security services, including web and mail protection, Certificate Services, Privileged Access and permissions management, MultiFactor authentication, Endpoint protection, Mobile device and applications management;
  5. Maintain a variety of cloud-native security solutions, develop automation pipelines and custom scripts,  manage digital identities and cloud access rights, and responds to user technical problems;
  6. Ensure the alignment of IT infrastructure and platform configurations in accordance with the regulations and rules, information security policies and security baseline. 
  7. Implement, monitor, evaluate, and operate a wide range of IT infrastructure security management processes, policies, and procedures. Draft and review comprehensive technical specifications, manuals, and other user documentation. Contribute to the development and implementation of customer support, training modules and manuals.
  8. Work with other divisions and sections throughout the Organization and with external security service providers to respond to specific security events and automate protection;
  9. Perform other duties as assigned.

Education

  • University degree in computer sciences, information security, engineering or a related field;

Work Experience and Qualifications

  • At least five (5) years working experience in computer technology, including in the deployment and administration of information security systems, preferably part of which should have been in an international environment;
  • Experience with conducting highly technical analysis and reporting of cloud and on-premises security incidents is required; Experience working in a security operations center is desirable;
  • Hands-on experience in the administration of Directory Services, especially Microsoft Active Directory Domain Services (AD DS), Certificate Services (AD CS), and Azure Active Directory Domain Services (Azure AD DS) is required;
  • Proven hands-on experience in the administration of Microsoft 365 and Azure security services is required; Experience with Azure Logic apps, and Python is desirable;
  • Solid operating knowledge in both Windows and Linux is required;
  • Extensive hands-on experience in cloud-native Security Information and Event Management (SIEM), Security Orchestration, Automation, and Response (SOAR) solutions, especially Microsoft Sentinel, is required;
  • Extensive experience with Threat and Vulnerability Management on critical production systems is required;
  • Microsoft 365 Certifications such as Enterprise Administrator Expert and Cybersecurity Expert are desirable;
  • Security certifications such as CISSP, GIAC/GCFA, CCSP, GIAC, OSCP etc., and cloud security certifications such as CCSP and other public cloud certifications (Azure) are desirable;
  • Strong analytical skills and ability to draft concise and informative security operations, threat information, and risk management reports are required;
  • Comprehensive knowledge of project management and IT Service management is required. ITIL certification is desirable.
  • Excellent organizational skills and the proven ability to deliver projects within assigned deadlines;
  • Ability to prioritize and manage a high-volume workload in a fast-paced work environment;
  • Strong customer/user orientation and ability to communicate easily and well with a both technical and non-technical staff at all levels in a multicultural environment, with respect and sensitivity for diversity;

Languages

  • Excellent written and oral communication skills in English are essential.
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

Remuneration

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
