Organizational Setting
The position is located at FAO headquarters in Rome, Italy, in the Inclusive Rural Transformation and Gender Equality Division (ESP), which coordinates FAO's work on social protection, gender equality, decent rural employment, rural institutions, land tenure and people's empowerment, and the right to food. It is responsible for working with member countries and other partners to reduce rural poverty through strengthening social protection systems, diversifying rural employment opportunities, reducing gender gaps and other social inequalities in agriculture, strengthening producer organizations, improving the rural poor's access to productive resources and rural services, and achieving the overall goal of realizing the human right to adequate food for all.

The function is located in the Decent Rural Employment (DRE) Team of ESP.

Reporting Lines
The Programme Officer (Decent Rural Employment) reports to the Senior Officer leading the Decent Rural Employment Team of ESP.

Technical Focus
Support the implementation of Decent Rural Employment Team's portfolio of projects on green jobs and youth employment. In this regard, the Programme Officer (Decent Rural Employment) will assist in formulating, managing and implementing assigned projects, activities and initiatives, including those related to capacity building, knowledge management and dissemination.

Key Results
Develop, implement, monitor and evaluate assigned programme/projects.

Key Functions
• Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyses programme/project development and implementation.
• Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Assists in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.
• Prepares various written outputs, e.g. drafts background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Specific Functions
• Supports the provision of policy and technical assistance to selected member countries as well as FAO's technical and decentralized units on decent rural employment (DRE) with particular focus on green jobs and youth employment.
• Promotes knowledge sharing and best practices on DRE promotion, with particular focus on green jobs and youth employment.
• Participates in multidisciplinary teams fostering the FAO internal uptake of DRE and Green Economy priorities and contributes to develop and expand partnerships on DRE and Green Economy with UN and other development partners at the global, regional and national level.
• Supports FAO Representations and country teams in the formulation, implementation and monitoring of country work plans related to green jobs and youth employment by guaranteeing participatory monitoring, performance assessment, and supervising national coordinators.
• Collaborates in capacity development activities involving the development of tools and guidance materials related to DRE, green jobs, and youth employment promotion, planning and organizing of seminars and training workshops at regional and national level, in collaboration with decentralized offices, and the preparation of related information materials, including online tools.
• Coordinates outreach and communication activities related to the programme activities as well as opportunities for interregional dialogue and sharing of good practices.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in environmental economics, sustainable development or a related field.
• Five years of relevant experience in project or programme implementation/management, administration or related area.
• Working knowledge (proficient – level C) of English and French.

• Work experience in more than one location or area of work, particularly in field positions.

• Extent and relevance of experience in coordinating and liaising with international organizations, non-governmental organizations, national authorities, donors and stakeholders.
• Extent of knowledge of FAO's project cycle and related policies and procedures.
• Demonstrated ability to organize and coordinate meetings and training activities.
• Extent and relevance of experience in drafting reports and briefs on green jobs and youth employment.
