ORGANIZATIONAL CONTEXT

 

This position is located in the Legal Office (LEG) of the World Food Programme's (WFP) Headquarters in Rome, Italy. The position is assigned to the LEG Front Office and works under the direct supervision of the General Counsel and Deputy General Counsel.


The primary focus of this post is to support the General Counsel and Deputy General Counsel on all knowledge management-related initiatives, including the planning, preparation, and tracking of their legal work, assisting with the Legal Office’s operational and legal knowledge management systems, and the planning and management of LEG’s human and financial resources. 

 

KEY ACCOUNTABILITIES (not all-inclusive)

 

Within the context of the LEG Front Office and under the direct supervision of the General Counsel and Deputy General Counsel, the incumbent shall perform the following tasks:

  • Acts as project manager and oversees the LEG's Case and Knowledge Management system for preserving key legal institutional knowledge; assists the Front Office in managing LEG internal governance processes and practices to ensure best practices are established, confidentiality and continuity is maintained, and smooth delivery of legal services under LEG's mandated areas. Liaises with TEC and external contractors to ensure that LEG’s internal systems are aligned with the Organization’s policies and standards;
  • Acts as a key focal point within the LEG Front Office on matters requiring the General Counsel and Deputy General Counsel’s attention and key liaison between the LEG Front Office and the broader LEG Team on legal and general management issues and projects ensuring aligned operational direction;
  • Coordinates and supports finalization of special projects and system/process enhancements for the Legal Office, facilitating the issuance/review of LEG policies related to legal and administrative services provided by LEG to clients;
  • Coordinates inputs and assists the General Counsel and Deputy General Counsel in the finalization of the Litigation and Claims Register ahead of its submission to the appropriate internal interlocutors;
  • Oversees and finalizes the LEG submission as part of the Annual Assurance Statement and Letters of Representation for LEG;
  • Coordinates the finalization of the Annual Performance Plan and Risk Register, including coordinating the inputs from all LEG branches and LEG Front Office, ensuring consistency and alignment with the LEG Strategic Plan;
  • Represents the LEG Office in various corporate exercises (e.g. Global Stuff Survey, Annual Performance Plan, Assurance Statement, Letter of Representation, Litigations and Claims Register), committees, and other task forces, as required;
  • Supports the General Counsel and the Deputy General Counsel in the human and financial resources of the LEG Office working to ensure alignment with WFP’s mandate and priorities. This includes acting as the divisional focal point for the Management Plan, PSA budget exercise, and all other related matters, including preparation of the final budget for LEG and ensuring consistent and continuous review and oversight of the budget implementation process, and supporting the decision-making process with respect to the overall budget envelope of the LEG;
  • Manages the LEG Front Office budget and acts as a divisional repository, institutional memory, and as liaison point on all budgetary issues and requests from LEG Branches;
  • Supports the identification of recommendations and areas for investment within LEG;
  • Assists the General Counsel and Deputy General Counsel in the resolution of management-related issues providing uniform operational direction where appropriate; and
  • Any other business, as appropriate. 

 

QUALIFICATIONS AND KEY REQUIREMENTS

 

EDUCATION:

 

  • Advanced University degree in Law, or First University degree in Law with additional relevant experience and training, or other relevant degrees that include law as a core subject.

 

EXPERIENCE:

 

  • Typically, five years or more of relevant progressively responsible professional experience, including combined experience in legal services, knowledge management, office, budget planning and management, audit and evaluation processes or other related fields.
  • Experience working in an international organization is highly desirable.

 

LANGUAGES:

 

  • Fluency (level C) in English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese, would be desirable.

You have:

  • Knowledge of, and ability to apply, legal principles, concepts, procedures, and terminology for review, examination, knowledge management, and processing of a range of legal documents;
  • Knowledge of Microsoft Office (Excel, Visio, Word, PPT); 
  • Knowledge of various legal research sources, techniques, and ability to interpret and apply legislative instruments and draft legal briefings;
  • Knowledge of Global Enterprise Resource Planning (ERP) Systems (SAP or similar).
  • Experience in managing a high volume of data;
  • Strong business acumen;
  • Strong time management skills;
  • Excellent communication and interpersonal skills; and
  • Understanding the work of the UN system legal office and UN financial management is an asset.

TERMS AND CONDITIONS

 

  • This is an International Professional position and is open to all nationalities.
  • Mobility is and continues to be, a core contractual requirement in WFP.
  • This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational.
  • The selected candidate will be employed on a fixed-term contract with a probationary period of one year.
  • This position is open to both internal and external candidates.
