Manager, Operational Policy  

 

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow—infrastructure with sustainability at its core. AIIB’s Strategy, Policy and Budget (SPB) Department is responsible for: (i) developing and monitoring the implementation of the Bank’s strategic agenda; (ii) developing and overseeing compliance with the Bank’s operational policies and procedures for the Bank’s infrastructure investment operations (non-treasury), including environmental, social, procurement and financial management; and (iii) developing and monitoring the Bank’s annual business plan to implement the Bank’s strategies and manage the Bank’s administrative budget to support the implementation of the annual business plan. 

 

The Manager, Operational Policy is primarily responsible for supporting Strategy, Policy and Budget Department (SPB)’s role in developing and overseeing implementation and compliance of the Bank’s operational policies and procedures for the Bank’s infrastructure investment portfolio (non-treasury), including but not limited to environmental, social, procurement and financial management. They will also guide and advise the Bank’s operational quality by developing and updating relevant policy or guidance. The Manager will report to Director General, SPB.

 

Responsibilities:

  • Formulating and updating AIIB operational policies, including but not limited to the Operational Policy on Financing, Environmental and Social Policy, Procurement Policy for Projects, Operational Policy on International Relations and relevant Directives and Guidances;
  • Supporting the function of policy assurance performed by Vice President, Policy and Strategy (VPPS) by ensuring investment operations are in compliance with the Bank’s operational policies.
  • Providingthe Secretariat for the Project Screening Committee to guide future formation of the Bank’s rolling investment pipeline and supporting the VPPS in their role as a member of the Bank’s Investment Committee;
  • Supporting operational quality by updating the Project Prioritization and Quality (PPQ) Framework and Project Results Framework.
  • Supporting the Operational Service Department and Investment Operations Departments in providing policy guidance.
  • Building an outstanding team of professionals who can implement AIIB’s business plans;
  • Providing strong and results-oriented leadership in organizing and managing the department;
  • Ensuring regular cross-departmental communications, cooperation and exchange of information.

 

Requirements:

  • Minimum 15 years of professional experience, preferably in multilateral development banks or top-tier global financial institutions;
  • Substantial experience in operational policies, such as Environmental and Social Policy, and Procurement Policy;
  • Strong credit and structuring skills;
  • Substantial experience in project and infrastructure financing across multiple sectors and jurisdictions, including across Asia;
  • An exceptional track record in achieving results and problem solving;
  • Strong managerial and interpersonal skills;
  • Demonstrated ability in managing diverse teams and stakeholders, both internal and external;
  • High proficiency and command of English. Knowledge of other languages is a plus; and
  • Master’s degree in Finance, Economics, Development Studies, Business Administration, and/or related fields is essential.
