Background

The United Nations Office on Drugs and Crime (UNODC) is the guardian of the United Nations Convention against Transnational Organized Crime (UNTOC), the main international instrument in the fight against transnational organized crime. The Convention is further supplemented by three Protocols which target specific areas and manifestations of organized crime: the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children; the Protocol against the Smuggling of Migrants by Land, Sea and Air; and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and Ammunition. Its purpose is to promote cooperation to prevent and combat transnational organized crime more effectivelyi. The UNODC is also the guardian of the United Nations Convention against Corruption (UNCAC) which covers five main areas: preventive measures, criminalization and law enforcement, international cooperation, asset recovery, and technical assistance and information exchange.UNODC established its Programme Office in Maputo in 2019. The establishment of a physical presence in 2019 allowed to build trust ties with key actors in the field of criminal justice. Building on this trust, UNODC and the Government of Mozambique held high-level policy consultations in Maputo in September 2019 aiming to strengthen Mozambique’s response to transnational organized crime, corruption, drugs and terrorism.1The “Maputo Roadmap,” developed between UNODC and national authorities as an outcome of the consultations, aimed at aligning the priorities of the Government and UNODC. In the past year UNODC office grew and additional administrative support is now required to ensure that the internal processes are carried out in a timely manner.

Duties and Responsibilities

Under the direct supervision of the Programme Officer, the officers from the global programmes and the overall direction of the Head of Office, the Project Assistant will be responsible for:

  • Assisting with administrative matters relating to the organization of meetings, seminars and training, accommodation, workshops and conferences, including, but not limited to:
  • Participants' travel and administrative arrangements; processing payments for participants and consultants;
  • Processing consultancy contracts and other human resources related tasks;
  • Negotiating and securing meeting venues (procurement); performing banking maintenance; and setting-up of meetings.
  • Provide support for office procurement initiatives, according to UN rules and procurement policies
  • Provide administrative support to the office (travel, procurement, payments, human resources, etc.), in line with relevant UN rules, using relevant UNODC proprietary software applications, with tasks including, but not limited to:
  • Raising purchase orders; processing travel and other claims; preparing requests for payments; following-up on outstanding payments; and attribution of donor pledges.
  • Drafting under the supervision of the Programme Officer various written outputs, such as letter, invitations to event, etc.
  • Assist with the organization and set up of events.
  • Provide clerical services and general support to programme administration.
  • Liaise with national partners to organize and schedule meetings and events.
  • Support the organization of event(s) in the areas of terrorism prevention and anti-money laundering.
  • Perform relevant functions in UMOJA
  • Perform other clerical and secretarial work as required.

Advise on the development and management of the Project communication strategy, outreach campaigns and activities to raise the Project profile at the national and international levels.

Required Skills and Experience

Education:

  • Completion of High school/secondary school is required.
  • First level university degree in business or public administration, personnel administration, social sciences, or related field will be a strong recommendation, but not a requirement.
  • Secondary education with relevant work experience may be considered.

Experience:

  • A minimum of 3 years of progressively responsible professional experience in administrative support and in providing assistance for project implementation and management, preferably in a civil service, NGO, or international organization environment, is required.
  • Work experience in the United Nations System, other regional and international organizations or NGO would be an asset.
  • Computer literacy, specifically skills in MS Office is required.
  • Knowledge of various administrative procedures of UNODC or the United Nations system in general would be an advantage.
  • Experience in writing, editing, and managing social media platforms is desirable.

Language Requeirments:

  • English and French are the working languages of the United Nations Secretariat.
  • For the position advertised, fluency in English and Portuguese (both oral and written) is a requirement;
  • Knowledge of other UN official languages is an asset.
