The Directorate for Science, Technology and Innovation (STI), in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.

In June 2020 Canada and France, joined by 13 other founding members, launched the Global Partnership on Artificial Intelligence (GPAI) to enhance multi-stakeholder cooperation in the advancement of Artificial Intelligence (AI). The GPAI is the fruition of an idea developed within the G7, under the Canadian and French presidencies and is dedicated to supporting and guiding the responsible adoption of AI. The Secretariat for this new initiative is hosted at the OECD, with a view to underpinning synergies between the efforts of GPAI to assess scientific, technical and socioeconomic evidence relevant to understanding the impacts of AI and the work of the OECD to provide multi-disciplinary, evidence-based policy analysis on AI. The Secretariat is administratively integrated in the Directorate for Science, Technology and Innovation (STI).

The GPAI Secretariat is looking for a Junior Policy Analyst to support the preparation of materials for the governing bodies and liaison with the two Expert Support Centres (in Paris and Montreal, hereafter ‘Centres’) that assist the GPAI Working Groups, under the supervision of the Head of the Secretariat.

Main Responsibilities

Research and drafting

  • Identify and conduct suitable research to prepare regular reports and updates for the GPAI Council and the Steering Committee, as directed by the Head of Secretariat.
  • Prepare GPAI Membership reports and other needed materials to support the work of the GPAI governing bodies, such as reports on the composition of the Multistakeholder Experts Group, under the guidance of the Advisor.
  • Support the Advisor with drafts for briefing documents and other support materials for GPAI governing bodies, and other meetings where relevant.
  • Identify and develop suitable materials to support the Secretariat and GPAI representatives in presenting GPAI substance or activities to external audiences, including the development of presentations, briefing notes, case studies, guidelines and blog articles as needed.

Liaison, meetings and communications

  • Liaise with the Centres and facilitate the GPAI work items linked to supporting the GPAI Council and GPAI Steering Committee.
  • Ensure the data is kept up to date and report to the Steering Committee on the composition of the Multistakeholder Experts Group Plenary.
  • Support the Secretariat team in the preparation of the governing body meetings where needed.
  • Convene working level meetings to support coordination of the Secretariat and Centres efforts. Support compliance of GPAI governance requirements and guide the Centres in ensuring outputs, partnerships and other activities meet these requirements. Work with the team to ensure deadlines are respected and quality control standards for GPAI outputs.
  • Support the Secretariat activities relating to the nomination and the mandates of GPAI Experts, their participation in GPAI and any communications with the Experts, Members and other GPAI stakeholders relating to GPAI experts.
  • Liaise with the Centres to anticipate content updates and work with them and the GPAI Communications Manager to set timelines that ensure the Intranet, website and email communications are efficiently managed and timed to best effect.
  • Contribute across the activities of the GPAI Secretariat as needed by the team, including preparations of the Annual GPAI Summit (taking place in India in Q4 of 2023).

Ideal candidate’s profile

Academic Background

  • Advanced university degree(s) in a relevant discipline, such as international relations, political sciences, policy, economics, communications, business administration or a related field.

Professional Background

  • At least two years of relevant professional experience in policy, research analysis, strategic communications or diplomacy preferably in an international context.
  • Experience and good understanding of the international policy and governance ecosystem of players and dynamics would be an asset.
  • Proven capacity to build and maintain relationships with stakeholders within and outside the Team to achieve key objectives.

Tools

  • Excellent knowledge and experience in the use of Microsoft Office Suite (Outlook, Word, Excel, SharePoint etc.).
  • Excellent command of the OECD’s software package and corporate tools and the ability to make optimal use of these tools and new technologies or the ability to learn and adapt to new tools quickly and an awareness/interest in new technologies.
  • Experience with IT collaborative and organisational tools (e.g. e-share; MS Teams).
  • Knowledge of STATA or alternative statistical software languages would be an asset.
  • Experience in the use of IT tools for data management and analysis would be an asset.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other

Contract duration

  • As soon as possible until 31 December 2023, with the possibility of renewal.
