1.Assist in collecting, maintaining and analysing various data for M&E activities.

2.File and compile reports that will be produced for the projects/programmes/strategy and keep track of reporting schedules in line with the donor/UNCT reporting requirements.

3.Assist in the design, comment and/or implementation of special assessments, surveys, and operational research.

4.Participate in specific monitoring exercises as assigned. Monitor endorsement procedures with the required endorsement entities.

5.Liaise with the donor’s/UNCT Monitoring Team(s) accompanying the project/programme/strategy implementation to document identified issues. 

6.Conduct preliminary analysis of findings of monitoring and evaluation exercises. Draft specific inputs as assigned for the development of the internal mission guidance on feedback mechanisms and accountability.

7.Keep track of the status of indicators that were set for the project/programme/strategy. Flag and bring to the attention of the supervisor,delays or challenges regarding compliance issues with the donor/partners requirements.

8.Participate in specific field monitoring missions as assigned. Compile and collect human interest stories for publishing.

9.Provide administrative backstopping support for the Head of SRR.

10.Prepare inputs for project/initiative development according to specific needs and situation analysis in accordance with IOM project development standards in close coordination with the supervisor.

11.In coordination with the relevant units and Focal Points of the CO, support the “do no harm” principle and work to promote Accountability to Affected Populations (AAP) approaches through awareness-raising and contributing to the development of effective                accountability mechanisms, in line with IOM’s global standards.

12.Keep abreast of internal framework for Monitoring, Evaluation, Accountability and Learning (MEAL) and Results Based Management (RBM) developments to support compliance with processes and strategies such as the Institutional Questionnaire (IQ), IOM              global M&E strategy, Strategic Results Framework (following IOM Global Vision), regional M&E planning tools and PRIMA-for-all standards.

        SRR-specific Responsibilities:

13.Supervise the SRR MEAL team from a technical and professional development perspective, paying particular attention to gender-sensitivity.

14.Assess the capacity and training needs of the SRR MEAL team, considering both technical as well as human resource requirements.

15.Organize meetings, workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops in line with the identified training needs.

16.Act as focal point for administrative coordination of MEAL activities that are commissioned to external parties, including but not limited to audits, research papers, third party monitoring etc., involving extensive liaison with diverse organizational units and                   external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.

17.Support the implementation of comprehensive MEAL systems and online platforms to accurately monitor, analyse and report on SRR project and programmes.

Required Qualifications and Experience

Education:

Experience:

• Proven experience with logical framework approach and other strategic planning approaches. monitoring & evaluation methods (including quantitative, qualitative and participatory), planning and implementation of MEAL systems, facilitating learning-oriented analysis sessions of MEAL data with multiple stakeholders, information/data analysis and report writing.

• Solid understanding of post-conflict environment and community development, with a focus on participatory processes and joint management.

• Experience in MEAL system design, data processing and computers with familiarity in Result.

• Substantial experience in project implementation and management, preferably with experience in the field of research, monitoring and/or evaluation.

• Knowledge of Result Based Management (RBM) framework are highly desirable

• Significant experience in reporting with donor’s/UN requirements.

• Significant experience in application of IOM/UN rules, regulations and procedures; and Experience with project development and donor liaison.

Languages

Fluency in English and working knowledge of Dari or Pashto (oral and written).
