Organizational Setting
FAO is the specialized Agency of the United Nations (UN) leading international efforts to defeat hunger. FAO works in over 130 countries worldwide to achieve food security for all and make sure that people have regular access to high-quality food. FAO's Office of Emergencies and Resilience (OER) leads the Organization's efforts to support Members in their endeavours to save agricultural livelihoods of people and communities and enhance their resilience in the face of disasters, crises and conflicts. The Organization strives to secure sustainable development gains while ensuring that all interventions to support agriculture and food systems are risk-informed and sustainably productive. Food crisis contexts require a well-organized, highly prioritized, and well-resourced humanitarian and resilience programme to play a meaningful role in the relevant fora at national, regional and global levels. To claim its rightful place and to contribute meaningfully to relevant Sustainable Development Goals (SDGs) in food crises contexts, timeliness and speed in generating quality information and analysis together with agility in processes, partnerships, and delivery are central. In short, prevention and mitigation of disasters, whether related to natural hazards, plant and animal pests and diseases and/or conflict, together with being prepared and able to respond when disasters hit, require structured and agile system that is able to carry out effective processes of risk assessment and risk management.

Launched at the 2016 World Humanitarian Summit by the European Union, FAO and WFP, the Global Network Against Food Crises (GNAFC) is multi-stakeholder initiative composed by humanitarian and development actors united by the commitment to tackle the root causes of food crises and promote sustainable solutions through shared analysis and knowledge, strengthened coordination in evidence-based responses and collective efforts across the Humanitarian, Development and Peace (HDP) nexus. Within this partnership, FAO has a key role in the operationalization of the Global Network at global, regional, and country level with an emphasis on analytical work around food crises to inform decision-making (e.g. Global Report on Food Crises), the identification of innovative approaches to tackle root causes of food crises in a sustainable manner, and then furthering support at the country level for HDP programming and improved coordination.

The position is located in the Global Network Against Food Crises Team (GNAFC), OER, at FAO headquarters in Rome, Italy.

Reporting Lines
The Emergency and Rehabilitation Officer (Food Crises) will work under the overall supervision of the Senior Emergency and Rehabilitation Officer and direct supervision of the Emergency and Rehabilitation Officer.

Technical Focus
Support to implementation of FAO's resilience agenda at global, regional, subregional and/or country level.

Key Results
Research, technical analysis and project related services to support the delivery of programme projects, products and services.

Key Functions
• Researches and analyses technical, food and nutrition security assessments, emergency response, policy related and/or funding/project related data and information to support the delivery of programme projects, products and services.
• Produces various reports, proposals, programme/project documents, position papers, policy briefs, financial/donor reports as well as critical information for inclusion in governing body reports, etc.
• Participates in project teams, collaborates in project and programme formulation and provides technical and/or administrative support to ongoing operational emergency and recovery projects.
• Liaises with FAO technical units as well as other UN Organizations to obtain and/or exchange information regarding food and nutrition security assessments, emergency and recovery activities and other related issues.
• Provides technical/administrative support and promotes best practices to Decentralized Offices.
• Monitors and provides support to resource mobilization activities including corporate appeals, donor macro grants, CERF/SFERA (Central Emergency Revolving Fund/Special Fund for Emergency Rehabilitation Activities) submissions, annual appeals and mid-year reviews; maintains information and prepares related reports.
• Maintains and updates information systems, databases and web pages.
• Performs other duties as required.

Specific Functions
• Supports coordination and coherence between the FAO Office of Emergencies and Resilience (OER) and the Global Network Against Food Crises (GNAFC) initiative. This includes ensuring constant flow of information between the involved teams to identify potential areas of collaboration and exploit arising synergies.
• Supports coherence of activities and processes undertaken within the Global Network initiative. This will include making sure that activities across the GN dimensions (analysis, regional/country work, and partnerships) and levels (global, regional, country) are complementary and coherent.
• Supports the Global Network processes implemented at global, regional and country level. This includes support to the organization of evidence-based strategic dialogues, as well as support to country, regional and global stakeholders, through the provision of technical reports and publications, ad-hoc analyses, advocacy messages, talking points, presentations and other products as required.
• Provides support to Country Offices in the implementation of analytical processes particularly through the establishment of strategic Food Security, Agriculture and Risk Analytical Units in a number of food crisis countries to support FAO positioning, resource mobilization and programming efforts.
• Supports the timely delivery of the different contribution agreement supporting the operations of the Global Network initiative. This will include support in the preparation of yearly work-plans, lead the monitoring of agreed deliverables, and supervise the preparation of annual progress reports and related work-planning, mid-year report and communication notes to show level of delivery of the programme.
• Supports the development of multi-partner products and global public goods related to food crises contexts in terms of food insecurity and related financial allocations to address food crises. This is foreseen to include also support to research, analysis, publication, dissemination and outreach activities, to support strategic advocacy, dialogues, planning and coordination of sustainable solutions to food crises.
• Supports the Global Network's engagement in global fora and policy coordination processes (e.g., Global Agriculture and Food Security Programme/GAFS, Global Crisis Response Group/GCRG, High-Level Task Force on Global Food and Nutrition Security/HLTF, UN Security Council/UNSC, Joint Scientific Committee /JSC) through the development of ad-hoc analyses, advocacy messages, talking points, presentations and other products as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in agricultural or development economics, international relations, social science, political science or a related field.
• Five years of relevant experience in food security and resilience analysis and/or food security and livelihoods programming including experience within and/or on food crises contexts.
• Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions, is desirable.
• Depth of knowledge of FAO's programmes and priorities is considered a strong asset.
• Extent and relevance of understanding of food security, risk and resilience analysis methods and related parameters, with particular focus in crises contexts.
• Relevance of understanding of financing mechanisms for food crises prevention and response.
• Extent and level of understanding of challenges and mechanisms to promote evidence based food security, risk and resilience related policy and/or programming processes. Specific experience in fragile contexts and/or of interventions within the HDP nexus would be considered an advantage.
• Extent and relevance of experience in supporting and coordinating multipartnership initiatives in the area of food security information systems.
• Extent and relevance of experience, at the international level, in developing partnerships and initiating dialogue with various actors at global, regional and country level.
